The conference was co-chaired by the Director of Vietnam National University, Hanoi, Le Quan, the Vice Director of Vietnam National University, Hanoi, Pham Bao Son, and the Head of the Science and Technology Committee of Vietnam National University, Hanoi, Vu Van Tich.
Attending the conference were Deputy Minister of Science and Technology Nguyen Hoang Giang, representatives from departments and bureaus under the Ministry of Science and Technology and the Ministry of Planning and Investment, and representatives from several local Departments of Science and Technology. Representing Vietnam National University, Hanoi were leaders and staff in charge of science and technology activities from its member and affiliated units.
Overview of the Conference
In his opening remarks at the conference, the Director of Vietnam National University, Hanoi (VNU), Le Quan, happily shared that, with the policies implemented, VNU has attracted more than 100 highly qualified young scientists to work there, and the number of scientific articles published in prestigious international journals has also increased significantly, reaching 1,600 articles in 2022. Along with that, VNU's rankings, employer satisfaction index, and reputation within the community are also increasing strongly. Recently, according to the Times Higher Education Impact (THE Impact) ranking, VNU was named among the top 70 educational institutions in the world for quality education.
Regarding the direction of science and technology development in 2023, Director Le Quan emphasized that 2023 is identified by Vietnam National University, Hanoi (VNU) as a breakthrough year for science and technology activities. Besides the science and technology policies already issued and implemented, VNU will focus on developing applied research, transferring and commercializing science and technology products, resolving obstacles to the establishment of science and technology enterprises; prioritizing investment resources for research groups with good publications and key national science and technology programs/projects; and focusing on implementing the strategy of developing an interdisciplinary laboratory system in the 22.9-hectare area in Hoa Lac to innovate research organization linked to the needs of businesses, aiming to create research that contributes to solving major national problems and producing science and technology products for practical application.

To enable science and technology to have a more direct and effective impact on the quality and speed of growth, in the coming period, it is necessary to continue to innovate thinking, identify bottlenecks, and remove barriers to perfect mechanisms and policies in order to create a truly favorable and healthy environment, unleashing the creative potential of scientists so that science and technology and innovation become strategic breakthroughs, significantly increasing the results and effectiveness of science and technology activities contributing to the long-term national development goals. In scientific research, focus should be placed on the quality and impact index of internationally published articles and works; the applicability and commercialization of science and technology results in industrial and social life; and encouraging international publications in the social sciences and humanities.

Associate Professor Dr. Le Hoang Son - Deputy Director of the Institute of Information Technology, Vietnam National University, Hanoi, believes that, in order to achieve top-notch scientific results and breakthrough technological products associated with intellectual property rights, Vietnam National University, Hanoi, will continue to implement solutions prioritizing the development of strong research groups, centers of excellence, and interconnected networks.

Speaking at the conference, Deputy Minister of Science and Technology Nguyen Hoang Giang assessed that the scientific, technological, and innovative achievements at Vietnam National University, Hanoi (VNU) not only contribute positively and effectively to the task of training high-quality human resources at VNU but also create top-notch products, promote international publications in prestigious scientific journals, and increase the commercialization of technology transfer.

Deputy Minister Nguyen Hoang Giang suggested that in 2023 and the coming period, Vietnam National University, Hanoi (VNU) should focus on implementing comprehensively and effectively the key programs and tasks that have been set out, paying attention to promoting the implementation of key national science and technology programs that VNU is currently leading, mobilizing resources to invest in science and technology activities, and proactively, within the legal framework, promoting innovation in methods of implementing science and technology activities, especially commercialization and transfer of research results, and promoting the development of science and technology enterprises.
Deputy Minister Nguyen Hoang Giang requested that leaders of departments, bureaus, and units under the Ministry of Science and Technology continue to pay attention to and support the scientific, technological, and innovation activities of Vietnam National University, Hanoi (VNU), proactively coordinate in considering VNU's needs and proposals, and advise the Ministry's leadership on policy decisions to support VNU in promoting the development of scientific, technological, and innovation activities in 2023 and subsequent years.
Concluding the conference, the Director of Vietnam National University, Hanoi (VNU), Le Quan, reiterated VNU's strategy of focusing investment on science and technology. However, research groups also need to commit to research products, and VNU will conduct periodic evaluations every three years as a basis for providing funding support. In its Development Strategy to 2030, with a vision to 2045, VNU prioritizes science and technology programs and tasks that support local research, aiming to deploy science and technology products for practical application and livelihood development. Therefore, VNU greatly needs the involvement of businesses.
At the conference, Vietnam National University, Hanoi (VNU) announced the list of 9 key laboratories/research centers at VNU level for the period 2023-2028, and 30 strong research groups at VNU level; announced support for 6 strong research groups/key laboratories to develop products; announced support for 8 scientists with outstanding publications and attracted scientists to work at VNU.
Also within the framework of the conference, the Director of VNU awarded Certificates of Merit to 04 key laboratories/research centers, 08 strong research groups at VNU level, and 75 scientists who achieved outstanding results in scientific research and innovation in 2022.
Professor Lam Thi My Dung (Faculty of Social Sciences and Humanities) is one of the scientists honored by Vietnam National University, Hanoi for her outstanding contributions to scientific research in 2022.
On this occasion, VNU also announced several cooperation agreements and sponsorship commitments from businesses: T&T Group, Ho Guom Group; and the Phan Anh Foundation in collaboration with VICO Multi-Platform Technology Joint Stock Company.
