In accordance with Decision No. 1117/QD-TTg of the Prime Minister approving the Program for building a model of open educational resources in higher education, and Plan No. 1919/KH-BGDĐT of the Ministry of Education and Training implementing the aforementioned Decision, a seminar was organized to exchange, discuss, and contribute ideas to finalize the draft Decree - an important legal document that creates a framework for the development, exploitation, and use of Open Educational Resources (OERs), contributing to promoting innovation in Vietnamese higher education.
The seminar was attended by nearly 50 managers, scientists, and lecturers from the Advisory Group for the Implementation of Decision 1117/QD-TTg of the Prime Minister; scientists from 22 universities, and a number of organizations and businesses nationwide.
Professor Hoang Anh Tuan, Rector of the University of Social Sciences and Humanities, delivered the opening remarks at the seminar.
In his opening remarks at the seminar, Professor Hoang Anh Tuan, Rector of the University of Social Sciences and Humanities, emphasized that Resolution 71-NQ/TW (August 22, 2025) on breakthroughs in education and training development clearly states the principle of "building an open, interconnected education system that ensures equal learning opportunities." Developing and utilizing open educational resources is an inevitable trend today, as stated in the United Nations' Sustainable Development Goal Four on quality education for all. The development of a Decree regulating the development, exploitation, and use of open educational resources in higher education lays the foundation for the official legal framework for universities to extensively develop open educational resources in Vietnam.
Since 2015, the University of Social Sciences and Humanities has conducted research on open educational resources, organized five workshops, published books, provided training for lecturers and librarians, and actively participated in promoting the development of open educational resources in Vietnam, especially within the higher education system.
The university is committed to collaborating with and supporting relevant authorities in gathering feedback from scientists, thereby finalizing the Decree for implementation in training activities at higher education institutions nationwide.
Dr. Dang Van Huan - Deputy Director of the Higher Education Department, Ministry of Education and Training, presented the content of the seminar to gather feedback on the draft Decree regulating the development of open learning resources in higher education.
The seminar received contributions from managers, scientists, and lecturers from more than 20 universities, as well as representatives from organizations and businesses, on issues drawn from practical experience.
In his concluding remarks at the seminar, Dr. Dang Van Huan acknowledged the contributions and suggestions from the delegates. Relevant agencies will continue to refine the draft Decree, such as reviewing terminology for appropriate adjustments; clarifying the scope of application; and developing regulations for creating a portal connecting relevant units in the development, exploitation, and use of open educational resources in higher education. Representatives from the Ministry of Education and Training also stated that the Decree will focus on encouraging lecturers to actively create and utilize open educational resources.
With a sense of responsibility, objectivity, and constructiveness, the contributions made at the seminar will serve as a valuable basis for the Ministry of Education and Training to incorporate and refine the draft Decree, contributing to the strong development of the digital learning ecosystem in Vietnam.
