Comrade Nguyen Xuan Thang, Member of the Political Bureau, Chairman of the Central Theoretical Council, and Director of the Ho Chi Minh National Academy of Politics, attended and chaired the seminar. Co-chairing the seminar were: Professor, Dr. Ta Ngoc Tan, Standing Vice Chairman of the Central Theoretical Council; and Professor, Dr. Le Quan, Director of Hanoi National University.

At the conference, the Director of Hanoi National University, Le Quan, emphasized: The collaboration between the Central Theoretical Council and Hanoi National University in organizing the conference "Perspectives and Solutions for Building and Developing the Country and Protecting the Fatherland until 2030, with a Vision to 2045" is extremely significant. On the one hand, it affirms Hanoi National University's pioneering position in the Vietnamese higher education system. On the other hand, it creates opportunities for Hanoi National University to leverage its existing resources and build upon the strengths of its scientific staff, physical databases, international partner network, businesses, and localities to provide further scientific basis for the successful implementation of the Resolution of the 13th National Congress and to provide practical arguments directly serving the development of documents for the 14th National Congress of the Party.
 

Comrade Nguyen Xuan Thang delivered the opening remarks and outlined the direction of the workshop.

In his opening remarks and orientation for the seminar, Comrade Nguyen Xuan Thang stated that the seminar is a particularly important task assigned by the Central Committee of the Party, the Politburo, and the Secretariat to the Central Theoretical Council as the coordinating body, with the participation of central and local departments, ministries, agencies, research institutions, and scientists, aiming to provide solid scientific arguments for the formulation of the Party and State's guidelines and policies for the coming period. According to him, the drafts of the reports to be submitted to the 14th National Congress have been largely completed, especially the draft Political Report and the Report summarizing 40 years of reform. However, in the coming period, it is still very necessary to continue focusing on reviewing, supplementing, and perfecting the draft reports.

Comrade Nguyen Xuan Thang also reiterated the directive of General Secretary and President To Lam at the 10th Plenum of the 13th Central Committee of the Party: “Regarding the Political Report, it must reach the level of a scientific work that crystallizes the theoretical level and intellectual height of the entire Party, the faith and aspirations of the entire nation, reflecting objective laws, new trends of the era and the country's reality; crystallizing all the essence and values ​​of the past, present and towards the future; not too long, clearly outlining major orientations for Party committees at all levels and all Party members to understand and implement; truly being a ‘lighting torch’ guiding the entire Party, the entire people, and the entire army into a new era, soon achieving the strategic goals of 100 years under the Party's leadership, 100 years since the founding of the Nation…”.
 

Professor Dr. Le Quan delivered a speech at the conference.

1. Further clarify the development trends of the global and regional situation in the coming period and the new requirements placed on the task of national construction, development, and defense. The 13th National Congress witnessed extremely complex new developments in the world situation. These extremely complex developments created both opportunities and advantages, along with risks and challenges, requiring proactive forecasting and accurate identification of the new requirements for determining the viewpoints and solutions for national construction, development, and defense in the coming period...

2. Continue to build and comprehensively improve the institutional framework for rapid and sustainable development, focusing on the socialist-oriented market economy. The 13th National Congress set forth the strategic orientation: "Rapid and sustainable development." Based on current realities, it is necessary to discuss and deeply analyze one of the important and topical issues in building and perfecting institutions: Focusing on ensuring consistency within the legal system; reviewing and resolving conflicts and overlaps between institutions; comprehensively perfecting legal regulations within each institution and organically linking institutions together into a unified and effective institutional environment, facilitating rapid and sustainable national development...

3. Accelerate the transformation of the growth model, restructure the economy, and promote industrialization and modernization in the new phase. In the new context, artificial intelligence, the Internet of Things, big data, and cloud computing are gradually becoming important production tools in many industries and fields. Accordingly, it is necessary to clarify the meaning of the transformation from a growth model based on capital-intensive, resource-intensive, and low-skilled labor to a new growth model based on science and technology and innovation; promote and integrate digital transformation and green transformation processes...

4. Regarding cultural revitalization, social development management, building well-rounded individuals, environmental protection, and adaptation to climate change, discuss and propose directions for harmoniously managing the relationship between preserving and developing cultural heritage, transforming cultural values ​​into development values; promoting the development of cultural industries and cultural services; perfecting standards for the cultural value system, family, and Vietnamese people in the new era...

5. Regarding key issues concerning national defense, security, foreign affairs, and international integration, maintaining a peaceful and stable environment for development, discussions will contribute to strengthening the scientific basis for orientations on maintaining independence and self-reliance; building a "lean, efficient, and strong" armed force, creating a solid foundation to become a "regular, elite, and modern" armed force; strengthening national defense and security potential; resolutely and persistently protecting independence, sovereignty, unity, territorial integrity, seas, islands, and airspace; and maintaining a peaceful and stable environment for national development. The strategic views on protecting the Fatherland and national security in the new situation will be refined, with a focus on issues of protecting the Fatherland in cyberspace and cybersecurity.

6. Regarding building and rectifying the Party and the political system to be clean, strong, and comprehensive: Continue to clarify and deepen the Party's leadership principles, leadership methods, and Party building tasks, linking Party building with building a clean, strong, and practical political system. Focus on clarifying the content of reforming the Party's leadership and governance methods to advance our nation. Clarify the content and contribute to the effective implementation of the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit"...

Associate Professor Dr. Dang Dinh Quy - former Deputy Minister of Foreign Affairs - contributed his opinions at the conference.

With a spirit of responsibility, objectivity, and scientific rigor, the conference featured many valuable and practical discussions and proposals that contributed to the drafting of documents for the 14th National Congress of the Party, building a scientific basis for the Party's leadership and guidance, and for formulating the Party's policies during the 14th National Congress term.
