Comrade Nguyen Xuan Thang, Politburo member, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics attended and chaired the Workshop. Co-chairs of the Workshop were: Professor, Dr. Ta Ngoc Tan, Permanent Vice Chairman of the Central Theoretical Council; Professor, Dr. Le Quan, Director of Hanoi National University.

At the workshop, Director of Hanoi National University Le Quan emphasized: The Central Theoretical Council's coordination with Hanoi National University to organize the workshop "Viewpoints and solutions for national construction and development, and national defense to 2030, with a vision to 2045" is extremely meaningful. On the one hand, it affirms the pioneering position of Hanoi National University in the Vietnamese higher education system. On the other hand, it creates opportunities for Hanoi National University to promote available resources and build and promote the strengths of its team of scientists, material databases, international, business and local partner networks to provide more scientific basis for the continued successful implementation of the Resolution of the 13th National Congress and provide practical arguments directly serving the development of documents for the 14th National Party Congress.
 

Comrade Nguyen Xuan Thang delivered the opening speech and oriented the Workshop.

In his opening speech and orientation for the Workshop, Comrade Nguyen Xuan Thang stated that the Workshop is a particularly important task that the Party Central Committee, the Politburo, and the Secretariat assigned to the Central Theoretical Council to take the lead in organizing and implementing with the participation of central and local departments, ministries, branches, research agencies, and scientists, in order to provide solid scientific arguments for the formulation of guidelines and policies of the Party and State in the coming period. According to him, up to now, the reports submitted to the 14th Congress have basically completed their drafts, especially the draft Political Report and the Summary Report on 40 Years of Innovation. However, in the coming time, it is still necessary to continue to focus on reviewing, supplementing, and perfecting the draft reports.

Comrade Nguyen Xuan Thang also reiterated the direction of Comrade General Secretary and President To Lam at the recent 10th Conference of the Party Central Committee, 13th tenure: “For the Political Report, it is necessary to reach the level of a scientific work that crystallizes the theoretical level, intellectual height of the entire Party, the faith and aspirations of the entire nation, reflects the objective laws, new trends of the times and the country's reality; crystallizes the entire quintessence and values ​​of the past, present and towards the future; not too long, clearly indicating the major orientations for Party committees at all levels and all Party members to absorb and implement; truly be a "lighting torch" leading our entire Party, people and army into a new era, soon achieving the strategic goals of 100 years under the leadership of the Party, 100 years of founding the Country...".

2. Continue to build and perfect a synchronous system of rapid and sustainable development, focusing on the socialist-oriented market economy system. The 13th Congress has set out the strategic orientation: "Fast and sustainable development". From current practice, it is necessary to discuss and analyze in depth one of the important and topical issues of institutional building and perfection: Focus on ensuring synchronization in the legal system; review and handle contradictions and overlaps between institutions; perfect synchronous legal regulations in each institution and organically connect institutions together into a unified and effective institutional environment, facilitating the country's rapid and sustainable development...

3. Accelerate the transformation of the growth model, restructure the economy, promote industrialization and modernization in the new period. In the new context, artificial intelligence, the Internet of Things, big data and cloud computing are gradually becoming important production tools in many industries and fields. Accordingly, it is necessary to clarify the content of the issue of transforming from a growth model based on capital, resource and low-skilled labor intensity to a new growth model based on science, technology and innovation; promote and integrate digital transformation and green transformation processes...

4. Regarding cultural revival, social development management, building comprehensively developed people, protecting the environment and adapting to climate change, discussing and proposing orientations in harmoniously handling the relationship between preserving and developing cultural heritages, converting cultural values ​​into development values; promoting the development of cultural industries and cultural services; perfecting standards on the system of cultural values, families, and Vietnamese people in the new period...

5. On important issues of national defense, security, foreign affairs and international integration, maintaining a peaceful and stable environment for development, discussing and contributing to consolidating the scientific basis for orientations on maintaining independence and autonomy; building a "sleek, compact, strong" armed force, creating a solid premise to become a "regular, elite, modern" armed force; strengthening national defense and security potential; resolutely and persistently protecting independence, sovereignty, unity, territorial integrity, sea, islands, and airspace; maintaining a peaceful and stable environment for national development. Perfecting viewpoints on the strategy of protecting the Fatherland and protecting national security in the new situation, focusing on issues of protecting the Fatherland in cyberspace, protecting network security,...
