On March 4, 2016, a working session took place between the Standing Committee of the Party Committee of Vietnam National University, Hanoi (VNU) and the Standing Committee of the Party Committee of the University of Social Sciences and Humanities, chaired by Comrade Phung Xuan Nha - Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Party Committee, and Director of VNU. The working session focused on resolving difficulties and finding breakthrough solutions for the future development of the University.

On behalf of the Party Committee and the Board of Directors, Professor Dr. Nguyen Van Kim - Secretary of the Party Committee - reported on the significant achievements of the University in recent years: The University has undergone many significant changes and innovations in its training work. The quality of training has continuously improved. Many new majors and specializations have been developed to meet social needs and international integration. Scientific research has made outstanding progress in the number of state-level and Nafosted-level scientific projects… Key research programs are focused on serving practical needs and affirming the unique identity of the University. International cooperation in scientific research has been strengthened. International publications are increasing. The University of Social Sciences and Humanities has signed cooperation agreements with 220 partners, including many leading universities in the region and internationally.

In April 2015, the 27th Party Congress of the University adopted a Resolution to develop the University of Social Sciences and Humanities towards a research-oriented university and deep integration with the region and the international community. The University aims to be among the top 100 universities in Asia by 2020.

Some of the school's key targets for 2020 include: 65% of lecturers holding doctoral degrees; 26% holding the titles of Associate Professor or Professor; an annual graduation rate of 90%; completion of the planning for majors and specializations with the opening of 6 new undergraduate programs, 8 master's specializations, and 4 doctoral specializations; and 100% of compulsory subjects having textbooks and lecture notes…

The University of Social Sciences and Humanities also requested the Vietnam National University, Hanoi to provide support and create favorable conditions for the University to complete several tasks related to: planning for majors and specialized training programs until 2020; developing several new majors and specialized programs, developing in a modern, interdisciplinary direction; focusing on investing in basic training programs that are the University's strengths; building a system of major research projects, linking research products and results with solving major national problems; building a complete and modern learning materials system and a system of key textbooks; solutions for building a team of highly qualified scientific and administrative staff; and establishing a specialized high school for social sciences and humanities…

In a discussion with the leaders of Vietnam National University, Hanoi (VNU), Associate Professor Pham Quang Minh, the Rector of the University, stated: The two biggest questions currently plagging the Party Committee and the Board of Directors are how to improve the quality of training and research activities and how to improve the living standards of staff and faculty. To achieve this, the University requests VNU to provide mechanisms to increase the University's initiative and autonomy, especially in recruiting highly qualified staff and researchers; to offer adequate incentives for scientists; to develop new, high-quality training programs; to promote international cooperation; to expand the VNU-level research projects; to invest in the Journal of Social Sciences and Humanities; and to expand and improve facilities…

 

After listening to the opinions and discussions, Director Phung Xuan Nha concluded with the following points:

Vietnam National University, Hanoi (VNU) highly appreciates the efforts of the Party Committee in leading the University to fulfill the tasks assigned by VNU and to carry out the University's mission. VNU particularly values ​​the democratic spirit and solidarity within the new leadership team. For the University of Social Sciences and Humanities, this will be the beginning of a new development process, building on the existing tradition of unity, but with clear division of labor and responsibilities.

The Director of Vietnam National University, Hanoi (VNU) suggested that the university should remain steadfast in its goal of building a research-oriented university. Based on the criteria for research universities issued by VNU, the university needs to review and set specific goals, with a clear roadmap for achieving those goals.

In its training activities, the School needs to gradually review, plan, and stratify the quality of its training programs, creating a roadmap of programs with different priorities. The core should be basic training programs, but at the same time, emphasis should be placed on new training programs that are relevant to societal needs and meet the requirements of integration. Previously good training programs that are no longer suitable need to be changed, updated, and supplemented. All of this must have a clear plan and a coherent roadmap.

In scientific research activities, the University also needs to plan research priorities linked to training programs and the improvement of training quality. Within the planned research programs, core programs and projects should be selected and connected to major research programs of Vietnam National University, Hanoi, in order to strengthen resources. In research issues, the University should focus on local and national issues, closely adhering to practical realities.

Finally, the Director of VNU also suggested that the University should continue to enhance its proactiveness, dynamism, creativity, and decisive action to quickly realize the goal of becoming a research university with a prominent position and prestige in the region and internationally.
