Accordingly, Vietnam and Bulgaria have a traditional and friendly relationship. More than 70 years ago, Bulgaria was one of the first countries in the world to recognize and officially establish diplomatic relations with the Democratic Republic of Vietnam, the predecessor of the Socialist Republic of Vietnam today. Bulgaria is also one of the EU countries leading the way in ratifying the Framework Agreement on Comprehensive Partnership and Cooperation with Vietnam.
From 1958 to the late 1990s, tens of thousands of Vietnamese youths completed their education and professional training in Bulgaria and returned to Vietnam to contribute their experience and knowledge to the cause of modernization and development of the country. Since then, cooperation in the field of education and science has remained a key task of the Vietnam-Bulgaria bilateral relations.

According to Mr. Tsvetan Aleksov - Commercial Counselor of the Bulgarian Embassy in Vietnam, with such a long and profound history of cooperation, many generations of Vietnamese students have studied and worked in this beautiful country. In particular, the Bulgarian Government has created many study opportunities for Vietnamese students with scholarships based on the Cooperation Agreement in the field of education signed between the two countries of Vietnam - Bulgaria (signed from December 2019, effective until 2023), scholarship programs of the European Union... At the University of Social Sciences and Humanities, Vietnam National University, Hanoi, students, trainees, and postgraduates have access to many domestic scholarship opportunities and international student exchanges.
