“There is still a lot of room for developing scientific cooperation with German partners”

That was the affirmation of Prof. Dr. Hoang Anh Tuan - Rector of the University of Social Sciences and Humanities, VNU at the meeting of the Subcommittee "Research at Vietnamese Universities and the Potential Cooperation with Partners in Germany" within the framework of the program "German Vietnamese Science Day" held in Da Nang City on the afternoon of April 26, 2023.
The subcommittee attracted the attention of many scientists and managers.
In line with the perspective of representatives of universities and research institutes from both Germany and Vietnam on the difficulties in science development policies, Principal Hoang Anh Tuan shared: after more than 15 years of working in the field of science as both a researcher and a manager, he admitted that there are still significant differences in planning and implementing science policies at universities.

While scientists want to freely develop their own research directions and reduce the pressure on product publication progress, universities often expect staff to speed up the progress of publishing scientific products. This reality is not simply due to the KPI targets of the unit but also from the development requirements of the staff due to the mandatory requirements for scientists to be able to apply for scientific topics at all levels, standardize academic titles, participate in scientific councils, provide postgraduate guidance, etc. Most of the above activities require conditions related to domestic and international scientific publication targets.

Discussing the requirement to ensure financial resources for research, Principal Hoang Anh Tuan affirmed the need to fully implement investment in scientific research of staff and students in the spirit of Decree 99/2014/ND-CP regulating investment in developing potential and encouraging scientific and technological activities in higher education institutions. Strictly implementing Decree 99/2014/ND-CP will fundamentally solve the problem of minimum investment for scientific research.
In addition, attracting funding sources from domestic and international science funds, from sponsors, from business orders, etc. plays an important role and must become a "habit" for organizations and individual scientists. "The opportunity to access domestic and international funding funds is increasingly open, almost limitless; the problem is that units and scientists need to see that submitting funding applications is a "very natural part of today's integrated academic life, if it doesn't work this time, there will still be opportunities next time, scientists should not be "indignant" if their application is rejected by the Fund" - Prof. Dr. Hoang Anh Tuan shared.

Regarding the current situation and potential for cooperation with scientific partners from Germany, Rector Hoang Anh Tuan shared the results and experiences of the University over the past two decades, affirming that German universities in general and German scientists in particular have made great contributions to affirming the academic position of the University of Social Sciences and Humanities today as a leading research university in Vietnam and in the region in the fields of social sciences, humanities and arts.
In recent years, the number of topics and projects implemented by the University within the framework of funding from German science funds (DAAD, KAS, FES, Hans Seidel, Gerda Henkel, Humboldt...) has grown steadily. In particular, the results of cooperation have become more and more practical, focusing on official international scientific publications and practical professional advice to develop the country's socio-economy - in addition to traditional product systems such as seminars, scientific journals...
Germany is a leading country in Europe in scientific and training activities with a large number of universities, research institutes, and especially funding funds. The room for outstanding and breakthrough growth is huge. The problem is that Vietnamese universities need to have a reasonable cooperation strategy to be able to best exploit not only financial resources but more importantly, quality scientific human resources that are always ready to cooperate with Vietnamese universities.
 
Prof. Dr. Hoang Anh Tuan was a scholar and visiting professor at the University of Frankfurt am Main in 2012-2013 under the sponsorship of the Alexander von Humboldt Foundation (Germany).
In 2017, the Humboldt Foundation appointed Prof. Dr. Hoang Anh Tuan as the Foundation's Science Ambassador for the 2017-2020 term, then extended to the 2020-2023 term.
