The second meeting between the Rector and young faculty members, held on November 13th, focused on how to improve the quality of scientific research and promote international publications among young faculty members. Attendees included Prof. Dr. Pham Quang Minh (Rector), Assoc. Prof. Dr. Hoang Anh Tuan (Vice Rector), and Dr. Do Tien Dung (Director of Nafosted Foundation).

Currently, the University of Social Sciences and Humanities has 278 staff members under the age of 40 out of a total of 527 staff members, accounting for 52.75%. The number of staff members under 40 with the rank of Associate Professor is 11, representing 11.58% of the total number of Associate Professors in the university. The number of young staff members pursuing doctoral studies is 106, accounting for 83.46% of the total number of doctoral candidates who are staff members in the university. The number of young staff members proficient in English (graduates from abroad or holding international certificates, or holding a university degree in a foreign language) accounts for 56.86% of the total number of staff members proficient in foreign languages ​​in the university.

Sharing the above information, Professor Pham Quang Minh emphasized that the university's young faculty members are a crucial and core force, expected to continue building the university's reputation and scientific prestige both now and in the future. This year, a welcome development is the university's 80 international publications, including 22 articles in the ISI and Scopus databases – the highest number ever. Among them, many young faculty members have made significant contributions to the university's international publication achievements in recent years, such as Thach Mai Hoang (Faculty of Anthropology), Nguyen Thi Nhu Trang (Faculty of Sociology), Pham Le Huy (Faculty of Oriental Studies), Nguyen Thu Hien (Faculty of Literature), Trinh Thi Linh (Faculty of Psychology), etc.

Most recently, the University announced a policy providing maximum support of 250 million VND for a book published by international publishers; lower support levels for publications in English at reputable domestic publishers, and other support for staff with international publications or participation in international conferences abroad... In addition, the University organizes dozens of international conferences annually; offers academic English courses, training sessions and experience sharing on international publications; and strives to build a network connecting young researchers inside and outside the university...

Professor Pham Quang Minh urged young faculty members to proactively make the most of the available support to quickly bring their research capabilities to international standards, because "that is the only way to survive" in the context of the university's development strategy towards becoming a research university, approaching regional and international standards.

Responding to the opinion that international publication in the social sciences and humanities is difficult and sensitive, the Rector expressed his disagreement, emphasizing that international publication depends on the quality of research, new scientific ideas, the ability to connect with international scientists in their specialized field, and connections with world scientific journals. The Rector urged young faculty members to begin by changing their perception of international publication in a positive direction, increasing their participation in international conferences both domestically and abroad, proactively engaging with the current global scientific trends, understanding the specific requirements of international scientific journals they are interested in, building close relationships with senior scientists to learn from their experience, and participating in interdisciplinary research groups.

According to Associate Professor Hoang Anh Tuan (Vice Rector of the University), opportunities to successfully register for scientific research projects at all levels, especially from funds such as Nafosted, are increasingly expanding for young scientists. Young scientists possess strengths in foreign languages, access to updated scientific knowledge, good connections with the region and the world, and a strong desire to excel. The important thing is that they should not be hesitant or self-conscious, but should always move forward, persevere, and have a strategy to successfully achieve their goals. Associate Professor Hoang Anh Tuan also believes that senior scientists who have successfully entered international scientific journals should mentor and create opportunities for young staff members to join their research groups, thereby helping them to grow and develop.

At the seminar, scientists listened to Dr. Do Tien Dung's presentation on the policy mechanisms, criteria, and conditions for registering research projects with the Nafosted Fund; the priorities in the Fund's research orientation; and the incentives offered by the Fund to young scientists...

The young staff members also discussed various issues with the university leadership, such as: how to implement policies that promptly motivate young staff members in their research work; and what is more important in international publications: quantity or quality?
