As long-standing partners, the University of Social Sciences and Humanities and Wenzao University of Foreign Studies have maintained the Taiwan Education Center to organize Chinese language training programs, Taiwan education exhibitions, promote and advise on studying in Taiwan, organize the TOCFL Chinese proficiency test, conduct thematic seminars, Vietnamese-Taiwanese language and cultural exchange activities, act as a liaison between Vietnamese and Taiwanese universities, and seek Taiwanese government scholarships to create study abroad opportunities for Vietnamese students.
Professor Pham Quang Minh expressed his hope that Wenzao University of Foreign Studies would continue to support the Taiwan Education Center in encouraging Vietnamese students to study in Taiwan, as well as providing advice on economic, social, political, diplomatic, and policy issues of Vietnam and Taiwan to various groups. This would help strengthen the relationship between the two universities in particular and Vietnam-Taiwan relations in general, while also enhancing the image of Wenzao University of Foreign Studies.
Professor Gu Chang-Yung agreed with the proposals of Professor Pham Quang Minh. He stated that Wenzao University of Foreign Studies highly values the cooperative relationship between the two universities and agrees with the proposals to further expand the relationship in the future. He suggested additional cooperative activities such as student and faculty exchange programs, the implementation of 2+2 and 3+1 training programs, and the teaching of Vietnamese at Taiwanese universities.

Wenzao University of Foreign Studies, established in 1966 and headquartered in Kaohsiung City (Taiwan), is divided into four colleges: the College of English and International Studies, the College of Eurasian Languages, the College of Creative Cultural Education, and the College of Comprehensive Education. The university has a research and teaching center for Southeast Asian languages and is the only university in Taiwan that has compiled a curriculum for teaching Vietnamese.
