2017 Financial Conference

On January 10, 2018, the University of Social Sciences and Humanities held its 2017 Finance Conference, chaired by Assoc. Prof. Dr. Tran Thi Minh Hoa (Vice Rector of the University). The conference was attended by a large number of leaders and finance officers from various units within the University.

Overview of the Conference

Associate Professor Tran Thi Minh Hoa delivered the opening remarks at the Conference, outlining the overall picture of the University's financial activities in 2017. Facing new challenges in training, scientific research, human resources, and all aspects of the University's operations, the planning and finance sector has undergone many adjustments, but still adheres to the principles of transparency, democracy, rationality, and ensuring the rights of employees. The Conference consisted of three parts: a report on the financial situation in 2017, a report on the authorized expenditure of units within the University, and adjustments to the internal expenditure regulations.

The 2017 financial report shows the school's financial stability. In reality, financial operations are always complex, requiring close, scientific, and forward-looking guidance, adjustment, and balancing. Facing challenges such as the transition to financial autonomy, limited state budget resources, increasing salary costs (due to the increase in minimum wage and salary coefficients), and pressure to meet enrollment targets, the school's financial operations have still shown many positive adjustments: ensuring additional income, timely salary increases for faculty, rewarding international publications, supporting staff in foreign language training, postgraduate training, and providing funding for scholarship applications.

Ms. Le Thi Quyen, Head of the Planning and Finance Department, presented the Financial Report for 2017.

In addition, the university has practiced austerity, cutting many unnecessary administrative fees to focus resources on human resources. With the goal of becoming a research university, the university will need to focus even more on developing its scientific research fund, and further promote research activities and international publications.

Ms. Kim Thi Diep Ha, Deputy Head of the Planning and Finance Department, presented a report on the situation of expenditure authorization by the units.

The units have been more proactive in settling authorized funds. The Planning and Finance Department also requested that units make payments according to the instructed payment forms, within the prescribed deadlines, and be more proactive in monitoring their funds to reconcile with the Department, avoiding unfortunate errors.

Dr. Ngo Thi Kieu Oanh (Head of the Organization and Personnel Department) answered questions regarding the necessary adjustments to the School's internal expenditure regulations.

The University's internal expenditure regulations for 2018 include several new adjustments. These adjustments are based on Circular 47/2014 of the Ministry of Education and Training on working hours for lecturers; the regulations of Vietnam National University, Hanoi on working hours for lecturers and researchers at Vietnam National University, Hanoi; and the University's financial situation. Following the financial conference, the University continued to send out documents outlining the adjustments to gather feedback from various units, which will serve as the basis for issuing the 2018 internal expenditure regulations.
