To commemorate 10 years of cooperation and development between the University of Social Sciences and Humanities and the Rosa Luxemburg Institute (Federal Republic of Germany), the Center for Policy Research and Analysis (CEPSTA) of the University of Social Sciences and Humanities, as the official implementing unit for cooperation projects, organized commemorative activities from April 19th to April 20th, 2012.On the afternoon of April 19, 2012, a press conference and exhibition commemorating 10 years of cooperation and development, along with the competition "Learning about Rosa Luxemburg – A Woman for Democracy and Social Justice," was solemnly held at the University of Social Sciences and Humanities. Attendees included leaders from the University of Social Sciences and Humanities, the Rosa Luxemburg Institute, the Center for Policy Research and Analysis, various agencies, universities, and research institutes both domestic and international, as well as representatives from the press. Following this, an international seminar commemorating "10 years of cooperation and development between the University of Social Sciences and Humanities, Vietnam National University, Hanoi and the Rosa Luxemburg Institute, Federal Republic of Germany: achievements and prospects" was held on April 20, 2012.

This anniversary celebration is an opportunity to summarize the 10-year process of cooperation and development between the University of Social Sciences and Humanities and the Rosa Luxemburg Institute, while also outlining prospects for future cooperation, aiming to maintain and promote the cooperative relationship between the two sides. The Center for Policy Research and Analysis, formerly the "Sociological Research Program on Policy and Science and Technology," primarily operates in the field of policy and is a unit of the University of Social Sciences and Humanities, Vietnam National University, Hanoi, established in 1991. The Center's functions include research, professional training, and consulting on policy-related issues serving socio-economic development. The Center is the first partner of the Rosa Luxemburg Institute, Federal Republic of Germany, in Vietnam, acting as the implementing unit for projects on research and training to enhance policy planning capacity, a project on educational reform, and a project on selecting left-wing theories for Vietnam in its transition from a command economy to a market economy.

Over the past 10 years, the Center for Policy Research and Analysis and the Rosa Luxemburg Institute have collaborated on numerous projects/topics, organized more than 20 international scientific workshops and seminars, and conducted training courses on policy analysis and planning skills in localities across the country. They have also provided soft skills training courses for students and translated many scientific documents to support policy science teaching programs at the University of Social Sciences and Humanities.
