The study clarifies the process of improving the quality of activities of grassroots party organizations in the Quang Ninh Provincial Party Committee from 2005 to 2015. Thereby, the thesis draws some historical experiences that are valuable for reference for the Quang Ninh Provincial Party Committee in the process of improving the quality of activities of grassroots party organizations at present.

The thesis studies the process of improving the quality of activities of grassroots party organizations (party committees, grassroots party cells) in Quang Ninh Provincial Party Committee in Quang Ninh province from 2005 to 2015.

2. Research methods used

Based on the methodology of Marxism - Leninism, the Thesis mainly uses historical and logical methods. Historical methods are given priority in chapters 1, 2, 3. Logical methods are given priority in chapter 4. In addition, the whole Thesis tries to combine these two methods and also combines the use of some popular methods in social science and humanities research such as summarizing, comparing, surveying practices, statistics... to solve the tasks set out in the Thesis topic.

- Clarify the factors affecting the improvement of the quality of grassroots party organizations of the Quang Ninh Provincial Party Committee from 2005 to 2015 such as natural conditions, socio-economic conditions; the current status of grassroots party organizations of the Quang Ninh Provincial Party Committee and the policy of the Communist Party of Vietnam on grassroots party organization activities.

- Clarifying the viewpoints and policies of the Quang Ninh Provincial Party Committee on improving the quality of grassroots party organization activities from 2005 to 2015.

- Analyze the process of improving the quality of grassroots party organization activities in Quang Ninh Provincial Party Committee from 2005 to 2015.

- Initially summarize historical practices, affirm advantages, limitations and draw some experiences in improving the quality of grassroots party organization activities in Quang Ninh Provincial Party Committee to contribute to Party building work in the current period.

3.2. Conclusion

During the period of accelerating industrialization, modernization and international integration, together with the whole country, the Party Committee, government and people of Quang Ninh province have constantly strived and made efforts to build Quang Ninh into a rich, beautiful and civilized province. The results achieved in improving the quality of grassroots party organization activities during the period of 2005 - 2015 by the Provincial Party Committee have contributed to promoting the overall development of Quang Ninh province. 2. Party committees at all levels, party members and people of all ethnic groups in Quang Ninh province seriously, fully and effectively implement the direction and plans set forth by the provincial Party Committee. From 2005 to 2015, activities to improve the quality of lifeparty grassroots organizationachieved many remarkable results. These results contributed significantly to the achievements in socio-economic development of the locality and the grassroots; changed the face of the province positively, stabilized the government apparatus at the grassroots level; and improved the material and spiritual life of the people in the whole province.

From studying the successes and failures, the advantages and limitations in the process of improving the quality of activities of grassroots party organizations in the Quang Ninh Provincial Party Committee from 2005 to 2015, the researcher initially drew extremely valuable historical experiences with profound theoretical and practical values: First, strengthening political and ideological education to raise awareness for cadres and party members of the Quang Ninh Provincial Party Committee about the position and role of grassroots party organization activities. Second, regularly maintaining the routine of activities of the Party Committee and grassroots party organizations and improving the quality of management of grassroots party organization activities. Third, innovating the content and form of TCCSĐ activities in a specific, practical and effective direction. Fourth, implementing the principle of democratic centralism while promoting collective intelligence in grassroots party organization activities. Fifth, manage and maintain Party activities for Party members according to Regulation 76 strictly and effectively.

5. In the new historical context, despite certain limitations, the achievements in improving the quality of activities of grassroots party organizations in the Quang Ninh Provincial Party Committee from 2005 to 2015 contributed to the successful implementation of Party building work, thereby completing political tasks in the locality. That is the basis for promoting activities to improve the quality of activities of grassroots party organizations in particular and the task of building grassroots party organizations in general, contributing to the successful completion of Party building work in the next period.
