This dissertation studies the process of improving the quality of activities of grassroots Party organizations (Party committees and grassroots branches) in the Quang Ninh Provincial Party Committee from 2005 to 2015.

2. Research methods used

Based on the Marxist-Leninist methodology, this dissertation primarily employs the historical and logical methods. The historical method is preferred in Chapters 1, 2, and 3, while the logical method is preferred in Chapter 4. Furthermore, the dissertation attempts to combine these two methods with several other common methods in social sciences and humanities research, such as summarization, comparison, practical surveys, and statistics, to address the objectives of the dissertation.

3. Main results and conclusions

3.1. Main results

- To clarify the factors affecting the improvement of the quality of grassroots Party organizations in Quang Ninh province from 2005 to 2015, such as natural and socio-economic conditions; the current state of grassroots Party organizations in Quang Ninh province; and the policies of the Communist Party of Vietnam on grassroots Party organization activities.

- Clarify the viewpoints and policies of the Quang Ninh Provincial Party Committee on improving the quality of grassroots party organization activities from 2005 to 2015.

- To analyze the process of improving the quality of activities of grassroots Party organizations in the Quang Ninh Provincial Party Committee from 2005 to 2015.

- This initial step involves summarizing historical practices, affirming the strengths and weaknesses, and drawing some lessons learned regarding improving the quality of grassroots Party organization activities in the Quang Ninh Provincial Party Committee, thereby contributing to Party building work in the current period.

3.2. Conclusion

During the period of accelerated industrialization, modernization, and international integration, along with the rest of the country, the Party Committee, government, and people of Quang Ninh province have continuously strived to build Quang Ninh into a prosperous, beautiful, and civilized province. The achievements in improving the quality of grassroots Party organization activities during the period 2005-2015 of the Provincial Party Committee have contributed to promoting the overall development of Quang Ninh province. Party committees at all levels, party members, and the people of all ethnic groups in Quang Ninh province seriously, fully, and effectively implemented the directives and plans set forth by the Provincial Party Committee. These results have made a significant contribution to the socio-economic development achievements of the locality and grassroots level; positively transformed the face of the province, stabilized the government apparatus at the grassroots level; and improved the material and spiritual lives of the people throughout the province.

3. The process of improving the quality of life.grassroots party organizationDuring the period from 2005 to 2015, the Quang Ninh Provincial Party Committee demonstrated several important strengths:Firstly, the Quang Ninh Provincial Party Committee has consistently and seriously implemented the Party's guidelines on improving the quality of grassroots Party organization activities in its own practice, formulating appropriate policies to enhance these activities; Secondly, the Quang Ninh Provincial Party Committee has always closely followed the guidelines and practical realities to direct the improvement of grassroots Party organization activities with diverse and appropriate content and forms; Thirdly, the Quang Ninh Provincial Party Committee has focused on directing the strict implementation of principles and procedures, ensuring leadership, combativeness, and educational value in grassroots Party organization activities; Fourthly, the Quang Ninh Provincial Party Committee has expanded democracy, especially direct democracy, while emphasizing the role of the Party committee, particularly the head of the grassroots Party organization, in Party activities. Furthermore, during the implementation of improving the quality of activities of grassroots Party organizations in the Quang Ninh Provincial Party Committee from 2005 to 2015, certain limitations were also encountered: Firstly, the leadership role of the Party committee in grassroots Party organizations was not given sufficient attention; secondly, the content and form of grassroots Party organization activities were not truly innovative; thirdly, the implementation of principles and procedures for grassroots Party organization activities in some areas was not consistent or unified; fourthly, the pilot implementation of direct election of Party committee positions at grassroots Party congresses still had some limitations; and fifthly, the evaluation of quality and awarding of commendations to grassroots Party organizations, Party branches, and Party members was not rigorous or timely enough.

4. From studying the successes and failures, advantages and limitations in the process of improving the quality of activities of grassroots Party organizations in the Quang Ninh Provincial Party Committee from 2005 to 2015, the researcher has initially drawn extremely valuable historical experiences with profound theoretical and practical value: Firstly, strengthening political and ideological education to raise awareness among cadres and Party members of the Quang Ninh Provincial Party Committee about the position and role of grassroots Party organization activities. Secondly, regularly maintaining the regularity of Party committee and grassroots Party organization activities and improving the quality of managing grassroots Party organization activities. Thirdly, innovating the content and form of grassroots Party organization activities in a specific, practical, and effective direction. Fourthly, implementing the principle of democratic centralism while promoting collective intelligence in grassroots Party organization activities. Fifth, manage and maintain Party activities for Party members in accordance with Regulation 76 in a strict and effective manner.

5. In the new historical context, despite certain limitations, the achievements in improving the quality of activities of grassroots Party organizations in the Quang Ninh Provincial Party Committee from 2005 to 2015 contributed to the successful implementation of Party building work, thereby fulfilling the political tasks in the locality. This is the basis for promoting activities to improve the quality of activities of grassroots Party organizations in particular and the task of building grassroots Party organizations in general, contributing to the successful completion of Party building work in the next phase.

Secondly, regularly maintaining the routine of groundswells organizations' activities and improving the quality of running groundswells organizations' activities. Thirdly, renovating the contents and forms of groundswells organizations' activities towards specific, practical and effective ways. Fourthly, implement the principle of democratic centralism and promote collective intelligence in the groundswells organizations' activities. Fifth, manage, maintain Party activities for Party members according to Regulation 76 closely and effectively.

5. In the new historical context, although there are certain limitations, but the achievements of the work of improving the quality of the grassroots organizations' activities in Quang Ninh Provincial Party Committee from 2005 to 2015 contributed successfully implementing the Party building work, thereby fulfilling the political tasks in the locality.
