3.2. Conclusion

Applying the Party's guidelines and policies, and stemming from the socio-economic development requirements of the locality, the Son La Provincial Party Committee has formulated necessary policies to build and develop the collective economy, with cooperatives as the core. These policies have promoted the development of the collective economy, guiding cooperatives to operate in accordance with their true nature and actively serving the interests of their members. The Party Committee's guidance, organization, implementation, inspection, and supervision have effectively put these policies into practice. The Party Committee has paid close attention to and seriously directed the preliminary and final reviews of the implementation of Central Resolutions and Directives to draw lessons and determine directions and solutions for the development of the collective economy.

The Party Committee has led the development of the collective economy, achieving several important accomplishments. A particularly significant achievement is that the province's collective economy has emerged from crisis and is gradually adapting to a multi-sectoral, socialist-oriented market economy. The efficiency of production, business, and service activities has significantly improved, and new cooperative models have emerged and played a crucial economic and social role, especially in rural areas. Forms of cooperation are becoming increasingly diverse and widespread, and the number of newly established cooperative groups and cooperatives has multiplied, contributing to the province's socio-economic development, improving the quality of life, stabilizing politics, ensuring national security and defense in the mountainous border regions, and strengthening the people's trust in the Party.

Although the process of leading and directing the development of the collective economy has some limitations, it has served as a basis for the Party Committee to study and draw valuable lessons. From there, the Party Committee continues to effectively address issues of the collective economy such as: raising awareness of the position and role of the collective economy in the socialist-oriented market economy; determining the development strategy for the collective economy and cooperatives of the province in each stage; strengthening state management; perfecting mechanisms and policies for the collective economy; reforming the structure of cooperative management; improving the quality of human resources in the collective economy; building new, suitable cooperative models; and mobilizing all resources and strengths of the people to build Son La into a province with a sustainably developed collective economic sector.

That policy has promoted the collective economy to develop, direct the cooperative to operate in the right way and actively serving the interests of its members.The direction, organization, implementation, inspection and supervision of the Party Committee is to bring the policy into practice in a positive way.The Party Committee paid attention and seriously attended the preliminary and final review of the implementation of the Central Resolution and Directive in order to draw experiences and determine the direction and solutions for collective economic development.

The Party has led tthe collective economic development to obtain some important achievements.The outstanding achievement of great significance is that the province's collective economy has escaped from the crisis situation, gradually adapted to the socialist-oriented commodity economy. The efficiency of production and business activities has been significantly improved, a new model of cooperative has appeared and promoted the economic and social role, especially in rural areas.The forms of cooperation are becoming more and more diverse and popular, the number of newly established cooperative groups and cooperatives has contributed to the socio-economic development of the province, improving the quality of life and stability, ensuring national defense and security in the border highlands and strengthening people's confidence in the Party.

Although the process of leading and directing the collective economic development has some limitations, it is the basis for the Party Committee to study and draw valuable experiences. From there, the Party continues to effectively deal with issues of the collective economy such as raising awareness of the position and role of collective economy in a socialist-oriented market economy; identifying the strategy of the province's collective and cooperative economic development in each period; strengthen state management; perfecting mechanisms and policies for the collective economy; renovating the structure of cooperative management apparatus; improving the quality of human resources of the collective economy; building an appropriate new cooperative model; arousing all the resources and strength of the people, building Son La into a province of a sustainable developed collective economy.
