3.2. Conclusion

Applying the Party's viewpoints and policies and starting from the requirements of local socio-economic development, the Son La Provincial Party Committee has proposed necessary policies to build and develop the collective economy, with cooperatives as the core. That policy has promoted the development of the collective economy, directing cooperatives to operate in their true nature, actively serving the interests of members. The Party Committee's direction, organization, implementation, inspection and supervision have had a positive effect in putting the policy into practice. The Party Committee has paid attention to and seriously directed the work of summarizing and summarizing the implementation of the Resolution and Directive of the Central Committee in order to draw experience and determine directions and solutions for the development of the collective economy.

The Party Committee has led the development of the collective economy and achieved a number of important achievements. The outstanding achievement of great significance is that the province's collective economy has escaped the crisis, gradually adapting to the socialist-oriented multi-sector commodity economy. The efficiency of production, business and service activities has been significantly improved, new cooperative models have emerged and promoted their economic and social roles, especially in rural areas. Although the process of leading and directing the development of the collective economy has some limitations, it is the basis for the Party Committee to study and draw valuable experiences. From there, the Party Committee continues to effectively solve collective economic issues such as: raising awareness of the position and role of the collective economy in the socialist-oriented market economy; determining the strategy for developing the collective economy and cooperatives of the province in each period; strengthening state management; perfecting the policy mechanism for the collective economy; innovating the structure of the cooperative management apparatus; improving the quality of human resources of the collective economy; building a suitable new cooperative model; mobilizing all resources and strengths of the people, building Son La into a province with a sustainable collective economic sector.
