1. Objectives and research scope of the thesis
1.1 Purpose of the thesis
This dissertation aims to develop a market-pull policy to promote the commercialization of R&D results based on scientific and practical grounds, within the context of reforming the science and technology management mechanism and the country's international economic integration. To achieve this research objective, the dissertation sets out the following specific goals:
1.2 Research Subjects of the Thesis
This dissertation focuses on studying market pull policies that promote the commercialization of R&D results within the timeframe from 2005 to 2015.
2. Research methods of the thesis
- Desk study: This is applied to analyze primary and secondary documents. Primary documents include: relevant legal texts and Party documents, scientific works, and official statistics from competent state agencies. Secondary documents include: articles, journals, and analytical conclusions already written by other authors.
- Sociological research: This method is used to provide data that proves the reality of the research problem.
- Case studies are used in surveys and evaluations of the commercialization of research results from science and technology organizations and state-level research projects to identify research problems and develop research hypotheses.
- Expert interviews are used to obtain assessments from highly qualified experts to review and evaluate the research problem and strengthen research arguments.
3. Main results and conclusions
3.1 Main Results
Firstly, an overview of published scientific works both domestically and internationally related to the thesis topic is required.
Secondly, based on research and the inheritance of existing Vietnamese and international documents, the thesis presents a system of concepts related to the issue of market-pull policy for commercializing research and development results (including the concepts: economic institutions in a market economy, research and development results, commercialization of research and development results, intermediary organizations of the technology market, science and technology policy, and market-pull policy), and analyzes the reciprocal relationship between these concepts.
Thirdly, through analyzing and evaluating the current state of policies promoting the commercialization of research and development results, the thesis has clarified the advantages and disadvantages of policies promoting the commercialization of research and development results in Vietnam today.
Fourth, based on an assessment of the current implementation of policies to promote the commercialization of research and development results, the thesis proposes a market-pull policy framework to promote the commercialization of research and development results.
3.2 Conclusion
Commercializing research and development results is crucial for enhancing the competitiveness of Vietnamese businesses and accelerating the country's industrialization and modernization. However, commercializing research and development results is not easy and requires time for experience and evaluation. To date, the Party and State have issued many policies to promote the commercialization of research and development results. These policies and legal documents have had a positive impact on the commercialization of research and development results. However, the policies related to commercialization issued by the State, based on a "technology-push" approach, have not truly boosted the commercialization of research and development results. Policies based on a "market-pull" approach, promoting the commercialization of research and development results with a consistent focus on the "market" as both the starting point and the destination of the research-development-production chain, have been proposed by the scientific community. In the current context of globalization, an innovative approach to building "market-pull" policies that promote the commercialization of research and development results is an increasingly urgent requirement for socio-economic development and the industrialization and modernization of the country.

1. Thesis purpose and objectives
1.1 Thesis purpose
The thesis aims to build market-pull policy on commercialization support of R&D findings on scientific and practical basis in the context of S&T management mechanism innovation and international economic integration. With this research purpose, the thesis's specific objectives are:
1.2 Research object
The thesis focuses on researching market-pull policy on R&D findings commercialization support during the period 2005-2015.
2. Research methods
- Desk study is used for analyzing primary and secondary resources. Primary resources include legal documents and related documents under the Party, scientific researches, official statistics under public agencies and authorities. Secondary resources are newspapers, magazines and other authors' findings.
- Sociological research is used to provide data evidence for the current status of the research object.
- Case study is used in surveys and evaluations of R&D findings commercialization by S&T organizations and state-level researches in order to identify the research object as well as put forward research hypotheses.
- Interview with consultants is used to collect the evaluations of qualified consultants in order to examine and assess the research object as well as to support research arguments.
3. Major results and conclusions
3.1 Major results
Firstly, the thesis presents an overview of related scientific researches published at national and international scale.
Secondly, upon the research and inheritance of national and international documents, the thesis presents a system of concepts related to market-pull policy on R&D findings commercialization (concepts of economic regulations in market economy, R&D findings, R&D findings commercialization, intermediaries in technology market, S&T and market-pull policies) and analyzes the interrelationship among these concepts.
Thirdly, upon the analysis and evaluation of current policy on commercialization support of R&D findings, the thesis clarifies the advantages and disadvantages of current R&D findings commercialization support policy in Vietnam.
Finally, upon the evaluation of current performance of R&D findings commercialization support policy, the thesis proposes market-pull policy framework on R&D findings commercialization support.
3.2 Conclusions
R&D findings commercialization is a very important factor in enhancing the competitiveness of Vietnamese enterprises as well as speeding up the industrialization and modernization process of the country but it is not easy and takes time to commercialize R&D findings. Up to now, The Party and State have issued many policies on commercialization support of R&D findings. The issued policies and legal documents have created positive impact to R&D findings commercialization, however the issued commercialization policies related to 'push technology' have not significantly supported R&D findings commercialization. 'Market-pull' policy on commercialization support of R&D findings with the focal point of 'market' as the starting point and destination of the series activities: research – development – manufacture has been widely recommended. In the current context of globalization, the innovative approach of developing 'market-pull' policy on commercialization support of R&D findings is in highly growing demand for economic and social development, industrialization and modernization process of the country.
