1. Purpose and scope of the thesis
1.1.Research objectives
This study clarifies the process by which the Communist Party of Vietnam led the development of high-quality human resources from 2006 to 2015; and draws out some key observations and experiences of scientific and practical value for application in the development of high-quality human resources.
1.2. Research Subjects
The subject of this dissertation is the policy and guidance of the Communist Party of Vietnam on the development of high-quality human resources from 2006 to 2015.
2. Research methods used
Based on the viewpoints of dialectical materialism, historical materialism, and historical methodology, the dissertation employs research methods of historical science, such as: historical method, logical method, and a close combination of these two methods. It also utilizes analytical, synthetic, comparative, statistical methods, and expert opinion gathering… In addition, it incorporates other interdisciplinary methods. These methods are applied appropriately to each content area of the dissertation.
3. Main results and conclusions
3.1. Main results
- To summarize and systematize the views and policies of the Communist Party of Vietnam on the development of high-quality human resources from 2006 to 2015, through two periods: 2006-2010 and 2010-2015.
- To objectively reconstruct the practical development of high-quality human resources under the direction of the Communist Party of Vietnam from 2006 to 2015.
- Analyze the advantages and limitations; draw some historical lessons to serve as a scientific basis for improving the policy of developing high-quality human resources in the current period.
- This dissertation can be used as a reference document for research and teaching on the development of high-quality human resources.
3.2. Conclusion
1. High-quality human resources are the most elite and best part of the workforce. They possess exemplary moral qualities; good health; high levels of education and technical expertise or excellent work skills; creative abilities; and the ability to apply acquired knowledge and skills to the production process, aiming for high productivity, quality, and efficiency. Building and developing high-quality human resources is an urgent requirement for every country, especially for developing countries like Vietnam. This is to quickly narrow the gap in development levels with advanced countries in the world, meet the requirements of deep international integration, especially in the face of the impact of the Fourth Industrial Revolution (4.0).
Aware of the importance and decisive role of high-quality human resources in the country's development, the Party has implemented numerous policies and solutions to build and develop high-quality human resources to serve the cause of industrialization, modernization, and international integration. The focus of this implementation has been on the following key areas: planning and improving the management and utilization mechanisms of high-quality human resources; fundamentally reforming the training and development of high-quality human resources; promoting international cooperation in training high-quality human resources; and strengthening healthcare, improving the quality of the population, and ensuring social security.
2. From 2006 to 2015, the leadership process in developing high-quality human resources had certain achievements and limitations. The Party increasingly recognized the importance of developing high-quality human resources for the country, continuously improving the policy on developing high-quality human resources from 2006 to 2015; fundamentally and comprehensively reforming education and training to develop high-quality human resources according to Resolution 29/TW-2013. Besides that, the leadership process in developing high-quality human resources still had many limitations: a comprehensive strategy for developing high-quality human resources had not been developed; the mechanisms for managing and utilizing high-quality human resources were still inadequate; education, training, and professional development had not been fundamentally and comprehensively reformed; international cooperation in developing high-quality human resources was ineffective; and the work of caring for health, population quality, and social security was not highly effective...
3. The four achievements, five limitations, and five lessons learned from the Party's leadership in developing high-quality human resources from 2006 to 2015 are presented in a comprehensive and objective manner. The five lessons learned from leading the development of high-quality human resources have high practical value:1)A proper understanding of the position and role of high-quality human resources – the leading decisive factor in ensuring rapid, sustainable socio-economic development and international integration – is crucial.; 2)Focus on building and perfecting a comprehensive strategy for developing high-quality human resources;3)Developing high-quality human resources must be comprehensive, synchronized, and rational in terms of quantity, structure, and quality;4)Developing high-quality human resources must be carried out synchronously and consistently across three main aspects: training, utilization, and creating a development environment;5)Emphasis is placed on thoroughly reforming higher education towards modernization, considering it a central condition for training and developing high-quality human resources. These experiences, based on scientific principles, serve as the foundation for research and proposals regarding directions, orientations, policies, solutions, and next steps for a "strategic breakthrough" in developing high-quality human resources in the coming periods to serve the country's industrialization, modernization, and international integration.
4. Research on the leadership of the Communist Party of Vietnam in developing high-quality human resources is a major national issue, requiring meticulous and large-scale research with investment from many scientists across various fields, especially in policy planning. The research needs to be scientifically sound and comprehensive. Therefore, the research results of this dissertation are only preliminary and aim to make a certain contribution to the study of the Party's leadership in developing high-quality human resources.

1. High quality human resources is the most quintessential, best quality of human resources. They have typical moral qualities; have good health; have high levels of education and technical skills or good work skills; have creative capacity; know how to apply the trained knowledge and skills in the production process; in order to bring productivity, quality and high efficiency. They are for building and developing high quality human resources is an urgent requirement for every country, especially for developing countries like Vietnam. In order to quickly shorten the development gap with advanced countries in the world and meet the requirements of deep international integration, especially with the impact of the fourth industrial revolution. (4.0).
Being aware of the importance and decisive role of high quality human resources for the development of the country, the Party has many policies and solutions to build and develop high quality human resources for industrialization, modernization and international integration. In the process of directing the focus on the working groups: on planning, perfecting the management mechanism, using high quality human resources; Basically innovating training and fostering high quality human resources; Promoting international cooperation in training high quality human resources; Strengthening health care, improving population quality, ensuring social security.
2. From 2006 to 2015, the leadership development process of high quality human resources has certain achievements and limitations. The Party is increasingly aware of the importance of developing high quality human resources for the country, constantly improving the policy of developing high quality human resources from 2006 to 2015; Basic and comprehensive innovation of education and training to develop high quality human resources under Resolution 29 / TW - 2013. 3. Four achievements, five limitations and five lessons learned in the process of leading the development of high quality human resources of the Party from 2006 to 2015 to ensure generalization and objectivity. Five lessons are summarized from the leadership of developing high quality human resources with high practical value:1)Correct awareness of the position and role of high quality human resources is a leading decision factor to ensure fast, sustainable socio-economic development and international integration; 2)Focus on building and perfecting the overall strategy of developing high quality human resources;3) Developing high quality human resources must be comprehensive, synchronous and reasonable in terms of quantity, structure and quality;4)Developing high quality human resources must be carried out synchronously and consistently on all three main aspects: training, using and developing environment;5)Paying attention to thoroughly renovating higher education in the direction of modernization, considering it as a key condition for training and developing high quality human resources. Experiences on scientific bases, serving as a basis for research, biased orientations, orientations, guidelines and solutions, next steps for "strategic breakthrough" to develop high-quality human resources in the coming periods to serve the process of industrialization and modernization of the country and international integration.
4. The Communist Party's research on the leadership of high-quality human resource development is a major national issue, requiring extensive research, on a large scale, with the investment of many scientists, in many fields, especially in the field of policy. Research must have a truly scientific and comprehensive plan. Therefore, the research results of the thesis are only the first step and only desire to contribute certain and research issues on the leadership of the Party to develop high quality human resources.
