11. Summary of the thesis results:
This thesis systematizes the theoretical basis of health security and health security assurance, analyzing health security assurance from the perspective of international relations theories to clarify the case of Cuba. The study points out Cuba's approach to health security assurance as humanistic, socialist, people-centered, and closely linked to national and international health security. Based on the theoretical and practical foundations in Chapter 1, the thesis specifically analyzes Cuba's health security policy and implementation practices during the period 2001–2022 across national and international levels. Simultaneously, the thesis identifies Cuba's strengths, weaknesses, opportunities, and challenges, comparing them with Vietnam and drawing appropriate policy implications for health security assurance.
12. Practical applications:
Based on the research findings, this thesis can contribute a reference basis for the process of building and improving health security policies in Vietnam, in accordance with national conditions and meeting international health needs and trends.

11. Summary of the findings of the thesis:
The thesis systematizes the theoretical foundations of health security and health security assurance, and analyzes health security from the perspective of international relations theories in order to clarify the Cuban case. The study demonstrates that Cuba's approach to ensuring health security is humanitarian and socialist in nature, people-centered, and closely integrates national and international health security. Based on the theoretical and practical framework presented in Chapter 1, the thesis provides an in-depth analysis of Cuba's health security policies and their implementation during the period 2001–2022, across levels ranging from the national to the international. At the same time, the thesis identifies Cuba's strengths, limitations, opportunities, and challenges, thereby comparing them with those of Vietnam and deriving relevant policy implications for health security assurance..
