Therefore, technological innovation requires support from state development support policies, such as providing businesses with access to financial resources through investment from key science and technology programs, projects and research topics at the ministerial, sectoral, and local levels, bank credit channels, financial leasing, investment funds, etc. Creating opportunities to access financial resources for technological innovation will be a prerequisite for significant advancements in the technological capabilities and expertise of small and medium-sized enterprises (SMEs), enhancing their competitiveness.
