Therefore, in order to innovate technology, it is necessary to have support from the State's development support policies such as supporting enterprises to have access to financial funding sources such as through innovation of investment sources from key science and technology programs, projects, science and technology topics at ministerial, sectoral and local levels, bank credit channels, financial leasing, investment funds, etc. Creating opportunities to access financial resources for technological innovation will be the premise for changes in the capacity and technological level of small and medium enterprises, improving the competitiveness of their enterprises.
