10. Summary of thesis results:

S&T activities are increasingly socialized, becoming a concern of the whole society. From here, researchers are gathered into an increasingly large community, beyond the national framework, becoming an international community. These are the reasons that require states to withdraw from the control of S&T, and practice macro-regulatory measures for relations within the S&T community and relations between this community and other communities within their own society and in the world.

From analyzing and evaluating the management of science and technology in developed countries such as the US, Japan to newly industrialized countries such as Korea, Taiwan and countries with similar political institutions to Vietnam such as the Soviet Union and China, to recognize the general trend of science and technology management in the world as follows: The trend of reforming science and technology institutions in countries around the world today is: Continuously perfecting the national policy-making mechanism, adjusting the functions of state management agencies to implement macro-management at the state level, and the business autonomy of the micro-level. Highly centralized countries are gradually reducing scientific power and synchronized enterprises into the economic accounting and self-financing orbit.

The thesis has identified the idea of ​​transforming state management of science and technology from Centralized planning of science and technology activities to Decentralization of science and technology activities to De-administrativeization of science and technology activities to De-nationalization of science and technology activities to Thorough socialization of science and technology activities -> Autonomous science (trend), highlighting the role of state macro-management in that autonomous science. In the autonomous science, scientific activities are free to decide on the direction of scientific development, self-decide on cooperation programs, self-decide on organization, personnel, self-find funding sources, self-decide on finance, eliminate administrative constraints, and be autonomous in determining criteria for evaluating the results and effectiveness of scientific activities... The state only plays the role of a supporter and sponsor when necessary.
