10. Summary of the thesis results:
Science and technology activities are increasingly socialized, becoming a concern of the entire society. From this, researchers are being gathered into an increasingly large community, extending beyond national borders and becoming an international community. These are the reasons why states need to move away from controlling science and technology and instead implement macro-level regulatory measures to govern internal relations within the science and technology community, as well as relations between this community and other communities within their own society and globally.
From analyzing and evaluating science and technology management in developed countries like the US and Japan, to newly industrialized countries like South Korea and Taiwan, and countries with similar political systems to Vietnam such as the Soviet Union and China, we can identify the general trends in science and technology management worldwide as follows: The current trend in reforming the science and technology institutions in countries around the world is: Continuously improving national decision-making mechanisms, adjusting the functions of state management agencies to implement macro-level state management, and granting autonomy to micro-level businesses. Highly centralized countries are gradually reducing the power of science and enterprises, moving them towards a trajectory of economic accounting and self-funding.
The thesis identifies the evolving ideology of state management of science and technology from centralized planning to decentralization, de-administrative de-policy, de-stateization, and complete socialization of science and technology activities –>> an autonomous science system (trend), highlighting the role of state macro-management in this autonomous science system. In an autonomous science system, scientific activities independently determine their direction of development, cooperation programs, organization, personnel, funding sources, and finances, eliminating administrative constraints and autonomously determining criteria for evaluating the results and effectiveness of scientific activities. The state only plays a supporting and protective role when necessary.

Science & Technology activities are increasingly socialized and become the concern of our entire society. From here, the researchers are gathered to be a large and growing community, beyond the national framework, becoming an international community. This is the reason that requires the state to withdraw from the dominance of Science and Technology, but practicing the regulatory measures of macro relations within the science and technology community and the relationship between this community and with other communities within their society and over the world.
By the analysis and management assessment of Science & Technology in the newly developed countries like the US, Japan to the industrialized countries such as South Korea, Taiwan and countries with the political institutions similarly to Vietnam as the Soviet Union, China, to identify common trends in management science and technology in the world as follows: the trend of institutional reform of Science & Technology in countries around the world today is: constantly improving the mechanism of decision-making countries, adjusting the function of state management organ implementing macro state, the autonomy of the micro business. The type - concentration nation is decreasing the power of science and enterprise synchronizing and trajectory to economic accounting and self-financed
