Summary of thesis results: The thesis analyzed and evaluated the impact of poverty reduction policies on the lives of ethnic minorities in Ma Li Pho commune, Phong Tho district, Lai Chau province in two main aspects: changes in material life with criteria on infrastructure, occupation and income, living amenities; and changes in spiritual life and environment with criteria on education, environment and health care, cultural activities. Changes in material life Regarding infrastructure: Infrastructure has been improved with a series of essential works built such as upgrading roads, schools, health stations, electricity systems, clean water and irrigation systems. Regarding occupations and income: The poverty rate has decreased rapidly, the income of poor households has increased significantly, and the labor structure has shifted in a positive direction, gradually reducing the proportion of labor in agricultural sectors. Regarding living amenities: Along with the increase in people's living standards, the habits of using living amenities have changed accordingly. The use of basic amenities such as motorbikes, televisions, and telephones has become quite common and is trending upwards. Changes in spiritual life and environment: Regarding education: Policies have supported students with textbooks and reduced tuition fees for children from poor households, contributing positively to increasing the percentage of school-aged children from poor households attending school. The number and quality of teachers have increased, meeting the teacher shortages of previous years. Regarding the environment and healthcare: Commune-level health stations are the main source of healthcare services for households in particularly disadvantaged communes. Environmental sanitation conditions in the communes are alarming. Regarding cultural activities: Kinh people's traditional clothing has gradually been replaced for daily wear due to convenience in work and lower prices. The languages of ethnic minorities have undergone many changes towards increased bilingual use. Leisure activities of the people have also changed compared to before. From the above research results, the author has made several suggestions for policies, for local authorities, organizations and people to improve the quality of the poverty reduction policy system for ethnic minorities in areas with particularly difficult socio-economic conditions. 11. Practical application: Through the research results, the topic will help managers, levels, sectors, and policymakers have a more accurate and comprehensive view of the impacts of policies being implemented in the locality, the difficulties and advantages, and the limitations. 12. The use of basic living amenities such as motorcycles, televisions, telephones is quite common and tends to increase. • The change in the mental life and environmental Regarding education: The policy has provided students with books; supported tuition reduction for poor children, contributing to an increase in the proportion of poor children at school age to go to school. The number and quality of teachers has increased to compensate the shortage in previous years. Regarding environmental and health care: The local health centers are the main supply of essential medical services for families in areas with special difficulties. Sanitation conditions in such areas are of concern. Regarding cultural activities: Kinh's outfit has steadily replaced traditional ones due to more convenient daily working use and cheaper prices. The language usage habit of ethnic people has changed in the trend of increasing bilingual usage. Leisure activities of people changed. • According to these findings, the author offers some suggestions for policies, for local authorities, organizations and local people to improve the quality of poverty reduction policy for minor ethnic in areas with difficult socio-economic conditions. 12.
