It is crucial to promptly detect and correct actions that violate the Party's guidelines and policies and the State's laws. The state management apparatus from the city level to the grassroots level must be streamlined, administrative reforms must continue, and efforts must focus on resolving complaints and grievances related to religion, creating favorable conditions for religious activities in the city, while remaining vigilant against the exploitation of religion by hostile forces. 11.
