Documents of the 29th Party Congress of the University of Social Sciences and Humanities: Incorporating valuable feedback from previous generations of leaders.

The political report of the 29th Party Congress of the University of Social Sciences and Humanities, Vietnam National University, Hanoi (VNU-USSH) for the term 2025-2030 and the University's development strategy until 2035 with a vision to 2045 received many comments and discussions at the thematic conference held on March 25, 2025.
Attending the Conference were representatives of the leadership of Vietnam National University, Hanoi, former leaders of the University from various periods, the current leadership board, and the Party branch secretaries and heads of all units under the University.

Directions and Development Strategies of the University of Social Sciences and Humanities

Presiding over the Conference, on behalf of the School's Board of Directors, Party Secretary and Rector Hoang Anh Tuan expressed his deep gratitude for the attention and participation of former leaders of the School in this important Conference preparing for the 29th Party Congress of the School. Party Secretary Hoang Anh Tuan stated that the School's leadership team wishes to hear the valuable guidance and advice of the former leaders not only for the Political Report of the Party Congress but, more importantly, for building the development strategy of the University of Social Sciences and Humanities for the next 10 years and beyond.

Based on a correct and profound understanding of the achievements made; the mission and position of the University in the construction, protection, and development of the country; and a thorough analysis of the opportunities and challenges in the new context, the Development Strategy of the University of Social Sciences and Humanities has identified several major, key objectives: Successful university autonomy; Internationalization of training and scientific research activities; Streamlining the organizational structure towards effectiveness, efficiency, and effectiveness; Building a high-quality workforce and leading experts; Promoting scientific research in a focused and targeted direction, building a collective to affirm the reputation, position, and scientific prestige of the University of Social Sciences and Humanities, and fulfilling national responsibilities; Modernizing infrastructure and optimizing resources for development.

Identify key objectives and breakthrough solutions.

This was an important topic that delegates attending the conference focused on analyzing and discussing regarding the future development strategy of the University of Social Sciences and Humanities.
At the conference, veteran officials with many years of experience in management, training, and scientific research, as well as leading scientists in various fields, frankly exchanged views with insightful and practical analyses. All opinions expressed strong agreement and consensus on the content of the documents prepared for the Party Congress of the University for the 2025-2030 term, while also highly appreciating the frankness and honesty in addressing shortcomings and proposing fundamental solutions. With this spirit, coupled with political determination and the unity of the leadership team and all staff, lecturers, and students, the Party Committee of the University of Social Sciences and Humanities will surely successfully complete the tasks set for the 2025-2030 term.
Regarding the University's development strategy until 2035 and vision for 2045, contributions emphasized solutions to realize the goals in a context with many advantages but also numerous challenges. With major changes in socio-political life and fierce competition among all educational institutions, university autonomy is a mandatory requirement and a significant challenge, especially for universities training and researching in basic sciences. Furthermore, in the digital age, science and technology are developing at a breakneck pace, and the emergence and increasingly widespread penetration of artificial intelligence into all aspects of social life demands that universities transform rapidly to adapt and develop.
Professor Phung Huu Phu – Chairman of the Science and Technology Council, the University's Policy Advisory Council; former Member of the Central Committee of the Communist Party of Vietnam, former Deputy Head of the Standing Committee of the Central Propaganda Department, former Secretary of the Party Committee, and the first Rector of the University of Social Sciences and Humanities, emphasized the three most important "breakthroughs," the key to successfully implementing the university's development strategy: Breakthroughs in thinking and awareness; Breakthroughs in organizational management; and Breakthroughs in resources for investment in development.

Associate Professor Pham Quang Long (former Vice Director of Vietnam National University, Hanoi; former Director of the Hanoi Department of Culture and Sports; former Party Secretary and Rector of the University of Social Sciences and Humanities) emphasized the need for a more in-depth analysis of the current domestic and international context, as well as forecasting trends, in order to set appropriate development goals.

According to Professor Nguyen Van Khanh (former Party Secretary and Rector of the University of Social Sciences and Humanities), the most important thing is to propose the most fundamental solutions and focus all resources on their implementation in order to realize strategic goals.

Professor Vu Duc Nghieu (former Vice Rector of the University of Social Sciences and Humanities) emphasized the need to continue opening new academic programs, fields, and specialized areas with practical applications, based on the University's strengths in terms of its long history of training and leading experts.

Associate Professor Pham Gia Lam (former Vice Rector of the University of Social Sciences and Humanities) noted the need to strengthen digital transformation in all activities, building a smart university with smart learning spaces and modern learning methods.

According to Associate Professor Pham Xuan Thach (former Party Secretary of the University of Social Sciences and Humanities, currently Head of the Faculty of Literature), it is necessary to analyze the latest documents on scientific and technological innovation more thoroughly in order to make appropriate decisions and maximize opportunities for breakthroughs.
 
 
Speaking at the conference, Associate Professor Dr. Dao Thanh Truong - Vice Director of Vietnam National University, Hanoi - affirmed that in recent years, the University of Social Sciences and Humanities has made strong progress in all aspects, including breakthroughs and pioneering achievements in several areas, which have been highly appreciated by the leadership of Vietnam National University, Hanoi. The key objectives in the University of Social Sciences and Humanities' development strategy, such as internationalizing training and research; promoting digital transformation; and increasing national responsibility in advising on sustainable local development policies, have leveraged the unit's strengths and adapted to the global context. Therefore, the leadership of Vietnam National University, Hanoi believes that with proactive, creative, and strong innovation, the University of Social Sciences and Humanities will make many breakthroughs in the future, affirming its core role within Vietnam National University, Hanoi, its leading position domestically, and reaching regional prominence.

Rector Hoang Anh Tuan once again expressed his deep gratitude for the extremely heartfelt contributions shared at the Conference, and affirmed that the invaluable advice from former school leaders and leaders of key units is a solid foundation for the current leadership to boldly and confidently implement innovative policies. The Party Committee and the Board of Directors respectfully and seriously consider all suggestions to finalize the documents for the Party Congress of the University for the 2025-2030 term, as well as the development strategy of the University of Social Sciences and Humanities towards a modern research university, striving to be among the top 100 universities in the continent by 2035 and on par with advanced universities (among the top 500) in the world.
