Party Branch III Congress of the Administrative Block: Innovation - Creativity - Efficiency

Party Branch III of the Administrative Block currently has 21 party members (including 2 probationary members), working in the following units: Personnel and Organization Department, Foreign Affairs and Magazine Department, Inspection and Legal Affairs Department, University Council Office and various organizations, undertaking many important areas of the University.
Under the leadership and guidance of the Party Committee and the School's leadership team, during the 2022-2025 term, Party Branch III consistently maintained a spirit of unity and responsibility, working together to achieve the common goals of the School and the Administrative Block in the following areas: personnel organization, cooperation and development, inspection and legal affairs, and the magazine.
The Party cell directed the units to effectively perform their advisory function in issuing policies for human resource development (training on-site staff and attracting high-quality lecturers to work at the School); decisively implemented the policy of reorganizing the organizational structure towards a lean, strong, efficient, effective, and efficient model (reducing the number of subordinate units by 29.3%, rearranging and transferring personnel to suit new functions and tasks); actively advised the Board of Directors to expand cooperative relations with prestigious universities and educational organizations in the country and the world, and exchange experts, lecturers, and students. Legal inspection work was conducted regularly, rigorously, and promptly, ensuring work discipline and academic order. The Party cell closely monitored and promptly directed the activities of mass organizations: the Trade Union, the Youth Union, and the Student Association.
Compared to the resolution of the Party Congress for the 2022-2025 term, the Party Branch has successfully completed the set targets, and even exceeded many targets.
Building upon the achievements already made and responding to the demands of the new context, Party Branch III of the Administrative Block has determined the direction for leading and directing units to effectively perform their functions and tasks in the 2025-2027 term: Personnel and Organization work will continue to review the organizational structure and personnel towards a streamlined, efficient, effective, and effective approach; develop the staff, especially the team of highly qualified scientific staff; continue to promote the development of international cooperation programs and projects with traditional and new partners in an effective and substantive manner, with particular priority given to partners ranked highly in the region and the world; develop the University's scientific journal to be included in the Scopus database soon; focus on leading the Inspection and Legal Affairs work to ensure compliance with the law, work discipline, and academic discipline, contributing to improving the quality of training. The Party cell leads and directs the units to effectively perform their function of advising the Party Committee and the Board of Directors in issuing documents and policies for the development of the school in the new phase. It also strengthens the application of information technology in management and handling administrative and professional tasks. Speaking at the Congress, Comrade Nguyen Tuan Anh (Head of the External Relations and Journal Department, Editor-in-Chief of the Journal of Social Sciences and Humanities) expressed strong agreement with the content of the documents of the University Party Congress and the political report of the Party Branch; he also emphasized several key points that need to be focused on in the next term through three keywords: "Technology," "Innovation," and "Substance." He further analyzed: In the current context, technology is an essential factor shaping the development of society, so perhaps the direction and tasks of the Party Branch should emphasize the application of technology to solve problems in all areas. Social change is happening increasingly rapidly, requiring us to constantly innovate, from awareness to action. In all activities, emphasis should be placed on substance, focusing on those that yield concrete results, all working towards a common goal: enhancing the capacity of faculty members in international training, research, and publications; providing opportunities for academic exchange with foreign students and experts right at the university; or facilitating study abroad opportunities for learners. Agreeing with the direction and tasks outlined in the report of Party Branch III of the Administrative Block, as well as the contributions of Party members at the Congress, Comrade Hoang Anh Tuan, Secretary of the Party Committee and Principal of the School, emphasized that the units under Administrative Block III directly manage and direct many important areas of the School's work. The Party Committee and the School Board expect that, building on the spirit of cooperation, unity, and solidarity, the new Party Branch Committee will strengthen innovation in leadership; and that Party members will proactively and creatively adopt and apply technology in all activities within their professional fields to improve work efficiency and effectiveness. The Congress unanimously elected the Party Committee of Branch III for the 2025-2027 term, consisting of 3 members: Comrade Nguyen Tich Nghi, Secretary; Comrade Luong Ngoc Vinh, Deputy Secretary; and Comrade Dang Quang Thai, Committee Member. The Congress also elected 9 official delegates and 1 alternate delegate to attend the Party Congress of the University for the 2025-2030 term.
