The Congress listened to the report evaluating the Party branch's leadership in implementing the Party Branch Congress Resolution for the 2022-2025 term in various aspects of its activities. The Linguistics Department's Party branch currently has 20 members, including 13 staff members and 7 student members. The Party Committee for the 2022-2025 term has operated stably and effectively throughout its term, working with the Department's leadership to adjust, consolidate, and effectively utilize human resources in the various departments. The Department currently has 16 staff members, with 69% holding doctoral degrees or higher, and 4 Associate Professors, accounting for 25%. While these percentages are still high within the University, it is clear that personnel management faces many challenges in the future for the Department and the faculty. All young faculty members with doctoral degrees or higher are assigned to teach, evaluate dissertations or thesis, or supervise at the master's level, and co-supervise at the doctoral level. The recruitment of doctoral students has "boomed," but this will create certain difficulties in the future.

Comrade Le Thi Thu Hoai presented a summary report of opinions on the draft documents submitted to the Congress and the documents of the Party Committee Congress of the University for the 2025-2030 term.
During the 2025-2027 term, the Party branch unanimously agreed to effectively implement targets related to political and ideological work, personnel organization, professional work, international cooperation, mass mobilization, building a clean and strong Party branch, and Party development targets. In particular, the Party branch emphasized reviewing and balancing the faculty staff among the departments, and requesting the University to recruit more lecturers to supplement human resources. In addition, it stressed the need to improve the quality of human resources for the Faculty in terms of professional qualifications and foreign language skills, ensuring that by 2025 100% of the Faculty's lecturers hold doctoral degrees, 50% hold professorships or associate professorships, and 40% are able to teach or give scientific presentations in English.
The Faculty continues to improve the quality of training at all three levels, implementing innovative teaching methods, strengthening the development of learning materials through the compilation of textbooks and reference materials, and compiling and publishing 2-3 textbooks and reference materials to serve the Faculty's training activities.
The action slogan of the Linguistics Department Party Branch for the 2025-2027 term, as determined at the Congress, is "Drastic Innovation - Top Quality - International Integration".
The Congress listened to the Party Committee's self-assessment report; the summary report of opinions on the draft documents submitted to the Congress and the documents of the University Party Committee Congress for the 2025-2030 term. Delegates attending the Congress discussed and contributed many opinions to the political reports; cast secret ballots and unanimously elected the Party Committee for the 2025-2027 term; elected delegates to the University Party Committee Congress and adopted the Congress Resolution. Accordingly, the Party Committee of the Linguistics Faculty for the 2025-2027 term includes: Comrade Nguyen Ngoc Binh, Comrade Do Hong Duong, and Comrade Vo Thi Minh Ha, with Comrade Nguyen Ngoc Binh holding the position of Secretary of the Party Committee.

The Party Committee of the Faculty of Linguistics for the term 2025-2027 was introduced at the Congress.
Comrade Bui Thanh Nam - Deputy Secretary of the Party Committee, Vice Chairman of the University Council, and Head of the Training Department - emphasized the importance of frankness and democracy in the political reports of the Party Branch. He stressed that the Faculty of Linguistics needs to pay attention to the interconnected use of human resources from other faculties/institutes throughout the university in developing the Faculty's research and training activities. In the university's overall effort to prepare for university autonomy and the internationalization of training and research activities, the Party Branch of the Faculty of Linguistics should set specific goals to successfully complete its tasks in the new context, building upon the Faculty's rich traditions. The Deputy Secretary of the Party Committee expressed confidence that, with unity and consensus, the Party Branch will achieve many successes in the new term.
