Attending the opening ceremony were comrades in the tournament's Organizing Committee: Mr. Nguyen Ngoc Minh - Deputy Director of the Center for Physical Education and Sports, Mr. Nguyen Van Thuy - Member of the Standing Committee of the VNU Trade Union and leaders of member units and units under VNU representing 14 football teams participating in the tournament.

The 2023 Men's Football Tournament for Officials is held within the framework of the 2nd Sports Festival for Officials and Students of Vietnam National University, Hanoi (VNU). The Sports Festival is an activity towards the 30th Anniversary of the Government's Decree on VNU (December 10, 1993 - December 10, 2023), at the same time encouraging and promoting the physical training movement, enhancing learning exchanges and connections between individuals and units throughout VNU. This is also an exciting activity to celebrate the success of the trade union congresses at all levels of VNU, aiming to arouse the sports potential of a large number of officials and students who regularly practice sports to improve their health, serve their studies, work, and build a strong and sustainable VNU.
The men's football team of the University of Social Sciences and Humanities participated in this year's tournament with 13 other teams. The teams were divided into 4 groups A, B, C, D, in which groups A and B consisted of 3 teams each. Group B consisted of: the University of Social Sciences and Humanities, the International School and the University of Education. The group stage matches of the University of Social Sciences and Humanities took place on Saturday, October 14 and October 28 with the opponents being the International School and the University of Education respectively.
The tournament will take place every Saturday, starting from October 14 to November 18, 2023 at the football field of the Hanoi National University Sports Complex (No. 2 Pham Van Dong). The final match and award ceremony in 2023 will be held at the football field of the National Defense and Security Education Center (Hoa Lac).
