September school meeting: Mobilizing and making good use of resources to increase support for learners, maintaining regular scholarship funds for students

On September 7, 2023, Prof. Dr. Hoang Anh Tuan (Rector of the University of Social Sciences and Humanities, Vietnam National University, Hanoi, VNU-USSH) chaired the September school-wide meeting. The meeting was attended by Vice Rectors, Party cell secretaries, heads of units under the school and leaders of mass organizations.

Dr. Dinh Tien Hieu, Deputy Head of the Department of Politics and Student Affairs, reported on the progress of preparations for the Admission Day and the integration week for K68 students and emphasized some September contents, focusing on successfully organizing the Opening Ceremony of the 2023 school year to create excitement for a new school year.

Associate Professor, Dr. Bui Thanh Nam, Head of Training Department, shared information about the results of regular university admissions in 2023: as of September 5, 2023, 2,099 students had confirmed their enrollment at the University of Social Sciences and Humanities. The work of welcoming students has been carefully and thoroughly prepared.

Regarding the September work plan, Head of Training Department Bui Thanh Nam noted: The study program starts from September 11, in the first two weeks students can adjust their study plan, so the academic advisors of the Faculties/Departments need to grasp and support students to make quick and effective adjustments.
According to the latest announcement from Hanoi National University, the second round of postgraduate admissions has been extended to October 14, giving students who have just received their degrees in 2023 enough time to apply for the second round, and candidates who lack the required admission procedures will also have more time to prepare their applications. Relevant departments, faculties, and departments are requested to increase communication so that more people know.
The program adjustment is entering the final stage for official issuance. We hope that units will closely coordinate with the Training Department to complete some of the remaining content.
Representatives of departments and offices attending the Conference exchanged and discussed enthusiastically about some key contents of September and the new school year 2023-2024.

Dr. Do Van Hung, Head of the Faculty of Information and Library, gave his opinion on the issue of recognizing foreign language certificates for doctoral level admission for excellent graduates who are directly admitted.

MSc. Nguyen Van Thuy, Head of Administration - Synthesis Department, noted that units should closely follow the issued School Year Plan. When building reports on individual and unit work performance, there should be a specific assessment (quantification) according to the registered KPI.
According to Associate Professor Dr. Nguyen Anh Cuong (Deputy Head of the Department of Political Science): In the past school year, the School has implemented many policies to support and encourage international publications. However, to further increase the quantity and quality of publications, it is necessary to propose ways to make scientists feel motivated, respected, and recognized for their contributions.

The Deputy Head of the Department of Political Science also proposed the idea: there should be a policy of direct investment and expenditure (increased income) for teaching staff in the Marxist-Leninist and political theory departments at the University of Social Sciences and Humanities (without requiring them to be permanent staff of the Marxist-Leninist department) to ensure policies for staff, creating motivation for them to focus on teaching and improving their qualifications.

Associate Professor Dr. Nguyen Van Suu (Head of the Faculty of Anthropology) shared information about the Faculty of Anthropology inviting an international expert to directly support staff who are capable of publishing internationally. The Faculty of Anthropology is very willing to share this human resource. If teachers in the school need technical support or English translation, they can contact the Faculty directly.
 
Associate Professor, Dr. Dao Thanh Truong accepted and thanked the opinions and suggestions from the units, and shared: the financial and auditing policies on supporting scientific research are very strict, even somewhat rigid. However, in the coming time, the University Board of Directors will review the regulations and guidelines to try to minimize administrative procedures in the reward policy and support for international publications. This year, VNU does not put too much emphasis on the number of international publications for the University of Social Sciences and Humanities, emphasizing the policy consulting sector and focusing on investing in research groups. Therefore, the units focus on building strong research groups at the school level and proposing recommendations and solutions related to policy consulting after each national and international scientific conference.

Speaking at the Conference, Associate Professor Dr. Lai Quoc Khanh emphasized: In the coming time, the Student App (VNU-Student App) will be deployed. Heads of units are requested to promote communication to staff, lecturers, students and actively coordinate so that the deployment is smooth and effective.
During the past summer months, the School has stepped up the renovation and repair of facilities, classrooms, and offices of staff and lecturers. In the new school year, if there are any problems related to facilities during teaching, teachers and lecturers should immediately report to the Administration Department for timely support.

After listening to the opinions exchanged and discussed at the Conference, Principal Hoang Anh Tuan concluded and emphasized some key tasks in September:
- Personnel organization: Continue to stabilize the organizational structure and develop the staff. Heads of units strictly implement and carry out the appointment records in accordance with regulations.
Promote and drastically innovate ways of thinking and working, avoid old ways to increase work efficiency, increase revenue, ensure and improve the spiritual and material life of lecturers and staff.
- Student Affairs/Student Care: This is one of the focuses of the school year, requiring the participation of all training units and related departments, in which the important link is innovation in academic advising and homeroom teachers.
Heads of relevant units and departments advise and propose solutions to ensure benefits, have policies to encourage staff to do their jobs well, enhance their sense of responsibility, and those who do well will receive appropriate incentives.
Regarding scholarships for students, we must thoroughly grasp the spirit of practicality, efficiency, and promote the right values. We need to mobilize resources to maintain a regular source of scholarships for students.
- Training: well implement the main activities of the year, in which special attention is paid to the progress and results of developing new training programs (Bachelor of Cinema - Popular Arts; Bachelor of Philosophy of Administration; Bachelor of Religious and Belief Management; Doctor of Cultural Management; Doctor of Vietnamese Language and Vietnamese Studies) to be completed soon for submission to Hanoi National University for approval.
Focus on continuing to reform the training management system at both undergraduate and postgraduate levels in the direction of: following principles, following regulations, humanizing documents, and simplifying processes.
- Scientific research: Complete the approval and promulgation of the Regulations on organization and operation of the Research Ethics Council at VNU-USSH.
- International cooperation: Continue to review MOUs signed with partners, closely follow key partners to increase student and staff exchange activities; promote linkages in training types and research and publication cooperation; pay attention to the full-year plan and long-term strategies.
- Financial work: Rebalance financial resources to have a plan to adjust income for staff in 2023, try to increase additional income for staff. Continue to save resources to focus on investing in implementing key goals.
