(October 10, 1945)Immediately after the founding of the new Vietnam, there was Decree No. 45 on the establishment of a Faculty of Literature in Hanoi - the predecessor of the University of Social Sciences and Humanities, Vietnam National University, Hanoi today.

Dear comrades, experts, scientists, and distinguished delegates!President Ho Chi Minh – the brilliant leader of our Party and nation, the great teacher of the Vietnamese revolution, the national liberation hero, a world cultural figure, an outstanding fighter of the international communist and workers' movement, the beloved father of the Vietnamese People's Armed Forces. He left to our Party, our nation, our people, and present and future generations an invaluable legacy: Ho Chi Minh Thought, Ho Chi Minh Ethics, Ho Chi Minh Style, and the Ho Chi Minh Era.
In 1987, the General Assembly of the United Nations Educational, Scientific and Cultural Organization (UNESCO) issued a resolution.
Resolution No. 24C/18.65Regarding the 100th anniversary of President Ho Chi Minh's birth, the resolution affirms:
"President Ho Chi Minh's significant and multifaceted contributions to the fields of culture, education, and art are the culmination of the thousand-year-old cultural tradition of the Vietnamese nation, and his ideas embody the aspirations of nations wishing to affirm their cultural identity and to enhance mutual understanding among nations."President Ho Chi Minh's system of thought on education and training, his modern yet deeply rooted traditional educational methods and style, truly serves as the foundation and guiding principle for the development of Vietnamese education, Vietnamese culture, and the country and people. That is his philosophy.
"An ignorant nation is a weak nation."That's the vision:
"An education that will train children to become useful citizens for Vietnam, an education that will fully develop their inherent abilities."That's the motto:
"If you don't study hard, you can't make progress. Not making progress is regression"; "To know, you must compete in learning. Learning never ends. Keep learning to keep progressing. The more you progress, the more you realize you need to learn even more."That's the method:

"Never before have we possessed the resources, potential, prestige, and international standing we have today."
Dear comrades, experts, scientists, and distinguished delegates!The world is undergoing unprecedented changes, with a rapid and complex shift towards a multipolar, multi-centered, multi-tiered, and strongly stratified world. New productive forces are developing rapidly, presenting both opportunities and challenges for nations. The Fourth Industrial Revolution, especially artificial intelligence (AI), semiconductor chips, robotics, and the Internet of Things (IoT), is developing rapidly and profoundly impacting all sectors. Domestically, the entire political system is implementing revolutionary strategic policies on streamlining organizational structures, reorganizing administrative units, developing science and technology, promoting innovation, national digital transformation, and socio-economic development to strive for a GDP growth target of 8% or higher in 2025, creating momentum for double-digit growth in the 2026-2030 period.
The entire Party, the entire people, and the entire army are demonstrating the highest determination and greatest efforts, unleashing all driving forces and resources, liberating all potential, removing bottlenecks, and leading the country into a new era of development - an era of the Vietnamese nation's upward progress; successfully achieving the goal of becoming a developing country with modern industry and high middle income by 2030; and becoming a developed country with high income by 2045, following the socialist orientation.
The new context demands new thinking, action-oriented thinking, and actionable resolutions to create breakthroughs in the development of education and training, contributing to improving the quality of human resources, especially highly skilled human resources in new fields and professions.
The draft document for the 14th Party Congress identifies the following tasks and solutions: Innovating and comprehensively improving the legal system, mechanisms, and policies on education and training development; and implementing the policy of "
standardization, modernization, democratization, socialization, and international integration", with a focus on improving the quality of education and training.
On April 25, 2025, the Central Party Office issued Notice No. 177-TB/VPTW, announcing the conclusions of General Secretary To Lam at a working session with representatives of the Party Committee of the Government and central ministries and agencies on the implementation of Central Committee resolutions on education and training… The notice clearly stated agreement to research and develop a plan to be submitted to the Politburo for the issuance of a resolution on breakthroughs in the development of education and training (similar to Politburo Resolution No. 57-NQ/TW). This resolution does not replace existing resolutions, but selects the most crucial issues and major bottlenecks to focus on directing and creating clear and concrete changes in the field of education and training.
In the article titled “

“We are living in an era where knowledge and understanding will help people maximize their potential to take advantage of opportunities, effectively respond to challenges, and achieve sustainable development; it is also an era where the volume of human knowledge is increasing exponentially every day. Only when the entire Party, the entire people, the entire army, every household, and every individual effectively implements lifelong learning, and builds a team of cadres who dare to act, dare to speak, dare to take responsibility, and dare to sacrifice, can we firmly advance into a new era, an era of development and prosperity under the leadership of the Party.”
Given the new context, new requirements, policies, guidelines, and directions outlined above; and considering the significance and importance of this Conference, I propose that we focus our discussion on the following key issues:
The firstThis study analyzes, interprets, and deepens the meaning and enduring value of President Ho Chi Minh's thoughts, methods, and style regarding education and training, the holistic development of human beings, and the revolutionary moral education of cadres and Party members.
Monday,Drawing valuable lessons from President Ho Chi Minh's thoughts, methods, and style on education and training, we aim to disseminate and apply them to management, teaching, and learning, in order to comprehensively develop Vietnamese people in terms of morality, intellect, creativity, aesthetics, physical fitness, life skills, and professional skills. We will promote the spirit of self-study and lifelong learning so that every cadre, Party member, and citizen, especially the younger generation, dares to think, dares to speak, dares to act, dares to take responsibility, and dares to sacrifice for the common good.
Tuesday,To offer suggestions and propose solutions to overcome bottlenecks and address the most crucial issues in education and training, in order to advise and recommend to the Politburo the issuance and effective implementation of a resolution on breakthroughs in education and training development, creating a revolution in education and training development, and leading the country steadily into a new era.
