2025 Science, Technology and Innovation Conference: Vietnam National University, Hanoi affirms its position as a national innovation center.

On May 15, 2025, Vietnam National University, Hanoi (VNU) organized the 2025 Science, Technology and Innovation Conference and announced cooperation agreements/contracts for the implementation of science, technology and innovation tasks. This event commemorated Vietnam Science and Technology Day on May 18, and also served as an opportunity to recognize and honor outstanding scientists, and evaluate the remarkable results in science, technology and innovation activities of VNU in 2024-2025.
The conference was attended by representatives from the Ministry of Science and Technology, the Ministry of Education and Training, several localities, associations, and partner businesses of Vietnam National University, Hanoi.
Representing Vietnam National University, Hanoi (VNU) were VNU Director Le Quan, VNU Vice Director Pham Bao Son, leaders of the Office and functional departments, leaders of units in charge of science and technology, representatives of strong research groups, key laboratories/research centers, the Executive Board of the VNU Scientists Club, and scientists with outstanding achievements in science, technology & innovation.

Vice Rector of Vietnam National University, Hanoi, Pham Bao Son, delivered the opening remarks at the conference.
In his opening remarks at the conference, Associate Professor Pham Bao Son, Vice Director of Vietnam National University, Hanoi, emphasized that in the context of globalization and digital transformation, the implementation of Resolution 57-NQ/TW of the Politburo, along with new policies of the National Assembly and the Government, is a key driving force for Vietnam National University, Hanoi to position its role in the innovation ecosystem.
According to Vice Director Pham Bao Son, the two major orientations of Vietnam National University, Hanoi in implementing Resolution 57-NQ/TW are: applying science and technology to solve practical problems of businesses and localities, directly contributing to socio-economic development; and ensuring that science and technology activities aim to master core and strategic technologies.
The Vice Director also mentioned the innovation in research approach as VNU promotes a "commissioning" model from businesses and localities, instead of just developing based on scientists' ideas. Policies such as Resolution 57 and the Law on Science and Technology have facilitated cooperation between universities and businesses, with clear indicators to measure effectiveness such as the number of transferred products, policy advice, and economic value generated.

Ms. Tran Thi Thanh Tu, Head of the Science & Innovation Committee, presented the report on the results of science, technology, and innovation activities of Vietnam National University, Hanoi in 2024.
In the report on the results of science, technology, and innovation activities in 2024 of Vietnam National University, Hanoi (VNU), Head of the Science & Innovation Committee Tran Thi Thanh Tu emphasized that human resources in science and technology are a valuable asset and a decisive factor in VNU's success in implementing Resolution 57 and other State policies. With nearly 50 strong research groups, VNU continuously improves the quality of international publications, while providing outstanding financial support to excellent scientists, contributing to a nearly 20% increase in the number of publications last year.
Immediately after the issuance of Resolution 57-NQ/TW, Vietnam National University, Hanoi (VNU) established a Steering Committee and issued Action Program No. 1345/QD-VNU, identifying this as a central political task, linked to the university's development strategy for the next 5-10 years. The Action Program is designed based on four main pillars: Promoting scientific products linked to strategic technologies; Developing an innovation ecosystem and science and technology enterprises; Developing high-quality science and technology human resources; and Promoting comprehensive digital transformation in research and management. With these pillars, VNU aims to form a model of an exemplary innovative university, affirming its pioneering role in the national innovation ecosystem and making practical contributions to socio-economic development.
During the 2024-2025 period, the scientific, technological, and innovation activities of Vietnam National University, Hanoi (VNU) achieved many remarkable results. The "three-party" cooperation model between the State, the University, and businesses was emphasized, with the establishment of many spin-off businesses and effective international collaborative research and development projects. Financially, the science and technology budget for 2025 was doubled, along with a significant increase in non-budgetary funding, creating favorable conditions for research groups to implement key tasks.

The Director of Vietnam National University, Hanoi, Le Quan, presented the appointment decision for the Director of the Institute of Semiconductors and Advanced Materials to Assoc. Prof. Dr. Nguyen Tran Thuat.
Notably, the establishment of the High-Tech and Innovation Park brings together leading research institutes, science and technology enterprises, and expert groups from both within and outside the country, aiming to develop fields such as artificial intelligence, semiconductors, biotechnology, healthcare, and high-tech agriculture. Recently, Vietnam National University, Hanoi (VNU) also established the Institute of Semiconductors and Advanced Materials, the Institute of Quantum Technology, and the Institute for Applied Artificial Intelligence in Sustainable Development, all under the High-Tech and Innovation Park. The Institute of Semiconductors and Advanced Materials is the leading unit in the research, design, and manufacturing of chips, integrated circuits, and semiconductor materials, contributing to building core capabilities for Vietnam's high-tech industry. The Institute of Quantum Technology is a hub for research, application, and transfer of advanced quantum technologies, focusing on key areas such as quantum computing, quantum communication, quantum sensors, and new quantum materials, aiming to build a scientific foundation for the AI ​​era. The Institute for Applied Artificial Intelligence in Sustainable Development is a key link connecting applied AI research in environmental protection, green economy, equitable society, smart cities, and public health. Notably, the Semiconductor and Advanced Materials Institute was recently assigned by the Government to lead two key national projects on the design, fabrication, and testing of integrated circuits with a total investment of VND 1,600 billion.
In addition, Vietnam National University, Hanoi (VNU) continues to prioritize key investments in interdisciplinary fields, implementing strategic science and technology programs linked to the market and practical applications. VNU is currently implementing four key science and technology programs in crucial areas such as semiconductor microchip technology, medicinal plants, synthetic biology, and basic science, aiming to solve major problems for the country and businesses.
Vietnam National University, Hanoi (VNU) has also proposed a list of 17 strategic technology products with an estimated total budget of approximately 100 billion VND, focusing on cutting-edge fields such as chip and semiconductor technology, biotechnology, new materials, artificial intelligence, and robotics. These are expected to create breakthroughs in national science and technology, contributing to building VNU's academic standing and practical contributions.

InhAt the conference, Vietnam National University, HanoiAnnouncing cooperation agreements/contracts to implement scientific, technological & innovation tasks with partner enterprises: (1) cooperation with Vietnam Small and Medium Enterprises Association (VINASME) to bring science, technology, innovation and digital transformation into enterprise development; (2) cooperation with MK Group Joint Stock Company to research and develop scientific and technological products in the field of semiconductors and advanced materials; (3) cooperation with Phuong Dong Medical Complex Co., Ltd. to research and develop immune cell therapies, especially in the field of cancer treatment; (4) cooperation with Thaibinh Seed Group Joint Stock Company to research the application of artificial intelligence and high-throughput phenotypic evaluation technology in rice breeding; (5) cooperation with Phiệt Học Transport Trading & Service Co., Ltd. to implement comprehensive digital transformation, improve management, production and service efficiency, and optimize operational processes.

Emphasizing the role of businesses in the practical application of research results, Mr. Nguyen Van Than, Chairman of the Vietnam Association of Small and Medium Enterprises, expressed his desire for extensive cooperation with the scientific team of Vietnam National University, Hanoi (VNU). He also committed to actively encouraging SMEs and business households to proactively cooperate and commission research. To further enhance effectiveness, he proposed a new cooperation method in which universities and scientists should proactively "market" and understand the actual needs of businesses before conducting research, instead of the traditional approach of completing research and then introducing products. Regarding funding, Mr. Nguyen Van Than affirmed that businesses must be willing to pay for research projects, considering this a shared responsibility to promote sustainable cooperation. In addition, he also highlighted several potential areas such as digital banking – which the Government is allowing to be widely implemented, high-tech agriculture with large-scale investment from businesses, and financial support programs for students through cooperation between businesses and schools.

Sharing the same perspective on the importance of close cooperation between businesses, schools, and scientists in promoting innovation and socio-economic development, Mr. Nguyen Trong Khang, General Director of MK Group Joint Stock Company, shared that MK Group collaborates with scientific and technological research organizations in developing core technologies such as security, artificial intelligence, and defense industry. He pledged to support scientists in developing new technological ideas and to invest research funds to realize strategic projects, contributing to creating game-changing technological breakthroughs.
Contributing to the creation and leadership of the national innovation ecosystem.
At the conference, the leaders of Vietnam National University, Hanoi (VNU) awarded the VNU Prize for Science & Technology 2024 to a group of authors from the Institute of Microbiology and Biotechnology for their work "Research on the simultaneous treatment of ammonia and COD in wastewater using the Feammox process". This VNU Prize aims to encourage and honor outstanding scientific and technological works or groups of works and is organized every three years.

The Director of Vietnam National University, Hanoi, Le Quan, presented the Vietnam National University, Hanoi Award for Science & Technology 2024 to Assoc. Prof. Dr. Dinh Thuy Hang - representing the team of authors from the Institute of Microbiology and Biotechnology.
Representing the research team, Associate Professor Dr. Dinh Thuy Hang shared that although the research team's idea was novel and involved many risks, it succeeded thanks to the support and collaboration from Vietnam National University, Hanoi. As a result, the team published an international paper in the top 5%, registered a patent, and had a doctoral student successfully defend their dissertation. Associate Professor Dr. Dinh Thuy Hang expressed that, with their strengths in biotechnology, the research team hopes to contribute to improving public health, developing livestock and crops, and protecting the environment. On this occasion, she also expressed her desire to receive orders from businesses to strengthen cooperation in practical applications. She did not forget to thank her young colleagues who have always accompanied, trusted, and supported the team despite the challenges and risks in the research process.

According to the Director of Vietnam National University, Hanoi, Le Quan, the university is making key investments in basic science and elite research, while also creating favorable conditions for scientists to maximize their potential.
In his concluding remarks at the conference, the Director of Vietnam National University, Hanoi (VNU), Le Quan, affirmed that the development of science, technology, innovation, and digital transformation are decisive factors in the development of nations and strategic steps for Vietnam to seize opportunities and overcome challenges in the digital age. As a center for multidisciplinary, high-quality, and advanced training, research, and knowledge transfer, VNU plays a leading and core role in the Vietnamese higher education system. The implementation of Resolution 57 of the Politburo and the Action Program under Resolution 03 of the Government is of great importance to the development of VNU in particular and the Vietnamese higher education system in general.
Director Le Quan added that Vietnam National University, Hanoi is investing heavily in basic science, elite research, reforming organizational mechanisms, increasing autonomy for member universities, and improving the quality of training, especially in STEM fields; while also implementing administrative reforms to create favorable conditions for scientists to maximize their potential.
The Director of Vietnam National University, Hanoi emphasized the essential role of the "three-party" cooperation model – the State, the University, and the Enterprise – in promoting innovation. He proposed establishing a dedicated area for small and medium-sized enterprises (SMEs) within the High-Tech and Innovation Park project in Hoa Lac to facilitate research, orders, and collaboration.
Sharing his vision for developing outstanding scientific and technological human resources by 2030, Director Le Quan stated that Vietnam National University, Hanoi (VNU) aims to build a team of 5,000 scientists, including 500 outstanding scientists with special incentives. Therefore, VNU is strengthening international cooperation with leading universities worldwide to train and attract talent, while also improving the working environment to retain scientific staff in an increasingly competitive environment.
The Director of Vietnam National University, Hanoi (VNU) expressed VNU's strong commitment to continuing to promote the implementation of the Action Program under Resolution 57-NQ/TW, focusing on innovation and effectively connecting the three stakeholders (government, businesses, scientists, and scientists) to promote the transfer of knowledge, scientific and technological products into practice. This is not only a strategic task of VNU but also the responsibility of a pioneering national university, accompanying the country in realizing major goals for scientific development and innovation in the digital age.
At the conference, Vietnam National University, Hanoi announced the decision to establish the Institute of Semiconductors and Advanced Materials, the Institute of Quantum Technology, and the Institute for Applied Artificial Intelligence in Sustainable Development, all under the High-Tech and Innovation Park. These research institutes are expected to create a closely linked ecosystem between research, training, technology transfer, and innovation.

Also at the conference, the leaders of Vietnam National University, Hanoi (VNU) awarded Certificates of Merit from the Director of VNU to nearly 150 scientists who had achieved outstanding results in scientific research in 2024.
Simultaneously, the Conference also launched new specialized councils within the science and technology management system of VNU. The restructuring of these specialized councils for this term is carried out with the aim of strengthening academic rigor and independent critical analysis in advising and evaluating science, technology, and innovation tasks of VNU.
