Speaking at the opening of the conference, Associate Professor Dr. Pham Bao Son - Vice President of VNU emphasized that in the context of globalization and digital transformation, the implementation of Resolution 57-NQ/TW of the Politburo and new policies of the National Assembly and the Government are key driving forces for VNU to position its role in the innovation ecosystem.Vice President Pham Bao Son said that the two major orientations of VNU in implementing Resolution 57-NQ/TW are to apply science and technology to solve practical problems of enterprises and localities, contributing directly to socio-economic development; at the same time, science and technology activities aim to master core technologies and strategic technologies. The Vice President also mentioned the innovation in the research approach when VNU promotes the model of “ordering” from businesses and localities, instead of just developing based on scientists’ ideas. Reporting on the results of VNU's science, technology and innovation activities in 2024, Head of the Department of Science & Innovation Tran Thi Thanh Tu emphasized that human resources in science and technology are valuable assets and a decisive factor for VNU's success in implementing Resolution 57 and the State's policies. With nearly 50 strong research groups, VNU continuously improves the quality of international publications, while providing outstanding financial support to outstanding scientists, contributing to a nearly 20% increase in the number of publications in the past year.Immediately after Resolution 57-NQ/TW was issued, VNU established a Steering Committee and issued Action Program No. 1345/QD-VNU, identifying this as a central political task, associated with the university development strategy in the next 5-10 years. The Action Program is designed based on four main pillars, including: Promoting scientific products associated with strategic technology; Developing an innovation ecosystem and science and technology enterprises; Developing high-quality science and technology human resources; Promoting comprehensive digital transformation in research and administration. With these pillars, VNU aims to form a typical innovative university model, affirming its pioneering role in the national innovation ecosystem, making practical contributions to socio-economic development. In the period of 2024 - 2025, VNU's science, technology and innovation activities have achieved many remarkable results. The "three-way" cooperation model between the State - University - Enterprise is focused on, with many spin-off enterprises established and effective international cooperation research and development projects. Notably, the establishment of the High-Tech and Innovation Park - a place that brings together research institutes, science and technology enterprises and leading groups of experts at home and abroad, aiming to develop fields such as artificial intelligence, semiconductors, biotechnology, healthcare and high-tech agriculture. Recently, VNU has also established the Institute of Semiconductors and Advanced Materials, the Institute of Quantum Technology, and the Institute for Applied Research on Artificial Intelligence in Sustainable Development under the High-Tech and Innovation Park. In particular, the Institute of Semiconductors and Advanced Materials is the key unit in researching, designing, manufacturing chips, microcircuits and semiconductor materials, contributing to building core capacity for the high-tech industry in Vietnam. The Institute of Quantum Technology is the focal point for research, application and transfer of advanced quantum technologies, focusing on key areas such as quantum computers, quantum communications, quantum sensors and new quantum materials, aiming to build a scientific foundation for the AI era. The Institute for Applied Research on Artificial Intelligence in Sustainable Development: is the focal point connecting AI applied research in environmental protection, green economy, equitable society, smart cities and public health. In particular, the Institute of Semiconductors and Advanced Materials was recently assigned by the Government to preside over two national key projects on the design, manufacture and testing of microchips with a total investment of 1,600 billion VND.In addition, VNU continues to prioritize key investments in interdisciplinary fields, implementing strategic science and technology programs linked to the market and practice. VNU is implementing 04 key science and technology programs in key areas such as semiconductor technology, pharmaceuticals, synthetic biology and basic science, aiming to solve major problems of the country and businesses. VNU has also proposed a list of 17 strategic technology products with a total estimated cost of about 100 billion VND, focusing on key areas such as chip and semiconductor technology, biotechnology, new materials, artificial intelligence and robotics. Representing the group of authors receiving the award, Associate Professor, Dr. Dinh Thuy Hang shared that although the research group's idea was new and risky, it was successful thanks to the support and companionship from VNU. As a result, the group published an international article in the top 5%, registered a patent, and had a doctoral student successfully defend his thesis. Associate Professor, Dr. Dinh Thuy Hang expressed that with its strengths in biotechnology, the research group wishes to contribute to improving public health, developing livestock and crops, and protecting the environment. On this occasion, she also expressed her wish to receive orders from businesses to strengthen cooperation in practical application. She did not forget to thank her young colleagues who have always accompanied, trusted, and supported the group despite the challenges and risks during the research process.

As a multidisciplinary, multi-field, high-quality, high-level training, research and knowledge transfer center, VNU plays a leading and core role in the Vietnamese higher education system. The implementation of Resolution 57 of the Politburo and the Action Program under Resolution 03 of the Government are of great significance to the development of VNU in particular and Vietnam's higher education in general.Director Le Quan added that VNU is investing heavily in basic science, elite research, innovating organizational mechanisms, increasing autonomy for member schools and improving training quality, especially in STEM fields; at the same time, implementing administrative reforms, creating favorable conditions for scientists to maximize their capacity. The President of VNU emphasized the essential role of the “triple-party” cooperation model – the State, the University and Enterprises – in promoting innovation. He proposed building a dedicated area for small and medium-sized enterprises (SMEs) in the High-Tech and Innovation Park project area in Hoa Lac to facilitate research, ordering and cooperation. Sharing about the strategy for developing excellent science and technology human resources by 2030, Director Le Quan said that VNU has set a goal of building a team of 5,000 scientists, including 500 excellent scientists with special treatment regimes. Therefore, VNU has strengthened international cooperation with the world's leading universities to train and attract talents, while improving the working environment to retain scientific staff in the context of increasingly fierce competition. The President of VNU expressed VNU's strong commitment to continue promoting the implementation of the Action Program under Resolution 57-NQ/TW, focusing on innovation and effectively connecting the three Houses to promote the transfer of knowledge, scientific and technological products into practice.
