On the morning of May 12th, the national scientific conference "President Ho Chi Minh and Education, Education and President Ho Chi Minh" was held at the University of Social Sciences and Humanities, Vietnam National University, Hanoi. The national scientific conference "President Ho Chi Minh and Education, Education with President Ho Chi Minh," organized in coordination with the Central Propaganda and Mass Mobilization Department, the Ministry of Education and Training, Hanoi National University, and the University of Social Sciences and Humanities, aims to practically commemorate the 135th anniversary of President Ho Chi Minh's birth and look forward to the 80th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam.
Even more significantly, the conference was held at the very school where President Ho Chi Minh signed some of the first decrees.(October 10, 1945)Immediately after the founding of the new Vietnam, there was Decree No. 45 on the establishment of a Faculty of Literature in Hanoi - the predecessor of the University of Social Sciences and Humanities, Vietnam National University, Hanoi today.
The conference attracted the participation of numerous reputable experts and scientists, with 120 papers presented.

Comrade Nguyen Trong Nghia stated that in 1987, the General Assembly of the United Nations Educational, Scientific and Cultural Organization (UNESCO) issued Resolution 24C/18.65 on commemorating the 100th anniversary of President Ho Chi Minh's birth. The resolution affirmed:"President Ho Chi Minh's significant and multifaceted contributions to the fields of culture, education, and art are the culmination of the thousand-year-old cultural tradition of the Vietnamese nation, and his ideas embody the aspirations of nations wishing to affirm their cultural identity.""and we hope to enhance mutual understanding among nations."
President Ho Chi Minh's system of thought on education and training, his modern yet deeply rooted traditional educational methods and style, truly serves as the foundation and guiding principle for the development of Vietnamese education, Vietnamese culture, and the country and people. This includes the philosophy, "An ignorant nation is a weak nation." It also includes the vision: "An education that will train children to become useful citizens for Vietnam, an education that will fully develop their inherent abilities.”
The motto is: "If you don't study hard, you can't make progress. Not making progress is regression"; "To know, you must compete in learning. Learning never ends. Keep learning to keep progressing. The more you progress, the more you realize you need to learn even more." The method is:Learn at school, learn from books, learn from each other, and learn from the people.That is the purpose:"Learn to work, to be a good person, and to be a good leader. Learn to serve the organization, the class and the people, the Fatherland and humanity."

A new context demands new thinking.
According to Nguyen Trong Nghia, member of the Politburo, Secretary of the Central Committee of the Party, and Head of the Central Propaganda and Mass Mobilization Department, the world is undergoing epochal changes, with unprecedented rapid and complex transformations towards a multipolar, multi-centered, multi-layered, and strongly polarized world.
New productive forces are developing rapidly, presenting both opportunities and challenges for nations. The Fourth Industrial Revolution, especially artificial intelligence (AI), semiconductor chips, robotics, the Internet of Things (IoT), etc., is developing strongly and profoundly impacting all fields.
Domestically, the entire political system is implementing revolutionary strategic policies on streamlining organizational structures, reorganizing administrative units, developing science and technology, promoting innovation, national digital transformation, and socio-economic development to strive for a GDP growth target of 8% or higher in 2025, creating momentum for double-digit growth in the 2026-2030 period.
The entire Party, the entire people, and the entire army are demonstrating the highest determination and greatest efforts, unleashing all driving forces and resources, liberating all potential, removing bottlenecks, and leading the country into a new era of development - an era of the Vietnamese nation's upward progress; successfully achieving the goal of becoming a developing country with modern industry and high middle income by 2030; and becoming a developed country with high income by 2045, following the socialist orientation.
The new context demands new thinking, action-oriented thinking, and actionable resolutions to create breakthroughs in the development of education and training, contributing to improving the quality of human resources, especially highly skilled human resources in new fields and professions.
The draft document for the 14th Party Congress identifies the following tasks and solutions: Innovating and comprehensively improving the legal system, mechanisms, and policies on education and training development; and implementing the policy of "Standardization, modernization, democratization, socialization, and international integration.", with a focus on improving the quality of education and training.
On April 25, 2025, the Central Party Office issued Notice No. 177-TB/VPTW, announcing the conclusions of General Secretary To Lam at a working session with representatives of the Party Committee of the Government and central ministries and agencies on the implementation of Central Committee resolutions on education and training… The notice clearly stated agreement to research and develop a plan to be submitted to the Politburo for the issuance of a resolution on breakthroughs in the development of education and training (similar to Politburo Resolution No. 57-NQ/TW). This resolution does not replace existing resolutions, but selects the most crucial issues and major bottlenecks to focus on directing and creating clear and concrete changes in the field of education and training.

4 tasks for the education sector in the coming period
