
Party Branch III of the Administrative Block is a unique branch; in addition to organizing and directing the implementation of its activities according to its functions and duties like other branches, it also has to provide advice and assistance to the Party Committee and the School's Board of Directors on matters related to the professional work under its responsibility.
During the past term, despite numerous changes in the leadership structure of the Personnel and Organization Department, the Inspection and Legal Affairs Department, and the area in charge of National Defense and Security, the Party Branch ensured that all work was carried out effectively and achieved many important results.
Under the leadership of the Party Committee, the Party Branch directed the Personnel and Organization Department to advise and implement the task of building an organizational structure operating in the direction of a research university, in line with the development strategy of the University in particular and VNU in general.
Along with reviewing and promoting the more effective operation of research centers after restructuring, the Personnel Department is gradually building mechanisms to influence the reduction of isolation in the performance of tasks by the centers, and to promote coordination between research centers and training units.
The department has implemented various solutions to encourage postgraduate students and doctoral candidates to accelerate the completion of their theses and dissertations; it has also opened English classes with the participation of foreign teachers, contributing to raising the percentage of lecturers with doctoral degrees and improving the English proficiency of staff in the university.
The Party cell has led the Department of External Relations and International Cooperation in maintaining cooperative relationships with traditional partners, while also expanding with high-ranking partners worldwide, bringing the total number of cooperation agreements between the University and its partners to nearly 200.
We invited over 70 foreign experts to teach and conduct research. We secured over 700 scholarships and sent over 400 staff members and 250 students to study, teach, and participate in exchange programs at leading universities around the world. We provided safe and thorough reception for over 150 international delegations (including two high-ranking delegations from China and East Timor).
Advised the University to coordinate with partners to open two more Vietnam Research Centers abroad; collaborated with seven Chinese partners and five Vietnamese partners to establish the Association of Universities in the Red River Basin.

Comrade Nguyen Van Khanh (Secretary of the Party Committee, Principal of the School) delivered a speech at the Congress.
The number of foreign students enrolled in Vietnamese language and Vietnamese studies programs at universities in the US, South Korea, China, and Japan is approximately 2000. The 2+2 training programs with Chinese partners ensure the quality of graduates meets the promised standards.
Develop programs that meet international standards, such as Master of Media Management (with the UK), Master of Public Policy and Business Management, and Master of Child and Adolescent Developmental Psychology (with France).
The Party Committee Office assists the Party Committee in organizing and implementing the review of Party members in accordance with the spirit of Central Resolution No. 4 in a serious manner; directs units to effectively carry out the planning of leadership and management personnel; performs well in Party affairs, and organizes Party awareness training courses for outstanding individuals (cadres and students); coordinates and guides units to effectively implement the recruitment of new Party members and the work of rewarding and disciplining Party members.
Legal inspection is a strong traditional area of work for the School. Under the guidance of the Party Committee and with the high sense of responsibility of the Party members in the Legal Inspection Department, this work is maintained in an orderly manner and further strengthened.
Delivering a guiding speech at the Congress, Comrade Nguyen Van Khanh, Secretary of the Party Committee and Principal of the School, highly appreciated the achievements and efforts of the Party Branch III of the School Administration. Comrade Nguyen Van Khanh expressed his wish that the Party Branch should be a model unit in all areas of activity, a unit that advises other units on political and ideological work, and always be proactive in all areas of activity.
The congress also elected a new Party Committee consisting of 3 members: Comrade Ngo Thi Kieu Oanh (Secretary), Comrade Nguyen Van Hieu (Deputy Secretary), and Comrade Nguyen Van Thuy (Party Committee member).
