Through an introduction to the main aspects of their research and training activities, the two universities discovered many similarities, especially in the fields of International Relations and Political Science. Professor Pham Quang Minh extended an invitation to Professor Philippe Le Prestre to lecture to students through seminars and thematic discussions at the University of Social Sciences and Humanities, as well as to organize activities such as student and faculty exchanges. In particular, the Rector proposed co-organizing an international conference on a topic of mutual interest in 2019, and developing a joint master's program in International Relations.
In response to the warm welcome from the University of Social Sciences and Humanities, Professor Philippe Le Prestre invited Professor Pham Quang Minh and other faculty members of the University to participate in a conference commemorating the 45th anniversary of diplomatic relations between Vietnam and Canada, jointly organized by Laval University and the Diplomatic Academy of Vietnam in November. He also proposed signing a formal memorandum of understanding between the two universities to promote academic exchange and development in the future.

Founded in 1663 and located in Quebec City, Quebec, Canada, Laval University was the first university in North America to offer programs taught in French. Over 42,500 students, including 5,600 international students from 110 countries, are currently studying and researching there. Laval University currently offers nearly 400 programs across 17 faculties in the fields of arts, languages, science and engineering, social sciences, business administration, and health.
