Information and communication activities on the fundamental and comprehensive reform of Vietnamese higher education.

On October 24, 2014, the Faculty of Information and Library Science (University of Social Sciences and Humanities), the Nguyen Thuc Hao Information and Library Center (Vinh University), and the Northern Region University Library Association jointly organized a workshop entitled: “Information and Library Activities in the context of fundamental and comprehensive reform of Vietnamese higher education” in Vinh City (Nghe An).

Attending the workshop were representatives from the Library Department (Ministry of Culture, Sports and Tourism); the Department of School Facilities and Equipment (Ministry of Education and Training); the Vietnam Library Association; the Department of Education and Training and the Department of Culture, Sports and Tourism of Nghe An province; the libraries of Nghe An and Ha Tinh provinces; the Northern & Central region's university library associations; and scientists from universities, research institutes, information agencies, and libraries nationwide.

Associate Professor, Doctor of Science, Meritorious Teacher Dinh Xuan Khoa, Provincial Party Committee Member, Party Secretary, and Rector of Vinh University, delivered a welcoming speech.

The workshop also attracted the interest and participation of many companies supplying equipment used in information and library activities; representatives of reputable domestic and international publishing houses and book distribution companies.

The workshop aims to research the theoretical and practical issues of the information and library sector in light of the fundamental and comprehensive reform of higher education in accordance with Resolution No. 29-NQ/TW of the Central Committee of the Communist Party of Vietnam. The workshop also proposes suggestions and solutions to enhance the operational capacity of the information and library sector in general, and of universities in particular, in contributing to ensuring and improving the quality of higher education in Vietnam.

Assoc. Prof. Dr. Tran Thi Quy (Head of the Department of Information and Library Science) presented the introductory report.

The workshop heard 14 outstanding presentations out of a total of 60 reports that delved into analyzing the current situation and proposed numerous solutions for innovating the organization and operation of university library systems. Most reports focused on addressing issues related to the role and tasks of university information and library activities in the period of higher education reform; management of information and library services; leadership of information and library agencies; accreditation and evaluation of the quality of university information and library agencies to meet the requirements of university ranking and higher education quality accreditation; organization and operation of university information and library agencies; human resource development; information and library products and services; automation and application of information technology; information resource development; marketing; copyright; development of professional associations; information user research, etc.

The workshop addressed the important role of university libraries in the innovation of higher education.

In addition, companies and suppliers also introduced many new technologies, online scientific databases, library automation software, and digital devices in the field of information and library science – one of the scientific fields that most quickly adopts the achievements of information and communication technology in its operations.

At the conference, the Organizing Committee introduced and released a monograph entitled: “Information and library activities in relation to the fundamental and comprehensive reform of Vietnamese higher education.This monograph compiles 60 papers from managers, scientists, lecturers, and staff of information and library agencies both domestically and internationally. The 655-page monograph is divided into two parts: “General Issues Regarding Information and Library Activities in the Context of Fundamental and Comprehensive Reform of Higher Education” and “Practical Activities of the Information and Library Sector”. The monograph was published by Hanoi National University Publishing House.
