This package belongs to the project "Support for Policy Development for Innovation and Development of Business Incubators-BIPP”. This is a 5-year bilateral cooperation project signed between the Government of the Kingdom of Belgium and the Government of Vietnam. The project aims to improve the policy framework for science and technology business incubation (DNKHCN), an essential factor to enhance the competitiveness of Vietnamese enterprises.
The expert group of the Institute of Policy and Management will be responsible for conducting analytical research to develop a draft Master Roadmap for Pre-Incubation and Incubation of Technology Enterprises in the period of 2015 - 2025, serving as one of the reference bases for the Ministry and related sectors to continue to develop and perfect policies and legal frameworks for technology enterprise incubation activities in Vietnam.

The specific contents of the project are: research and assessment of the overall status of factors/aspects related to pre-incubation and incubation in Vietnam; research and assessment of international best practices (especially in the region) for each factor related to pre-incubation and incubation mentioned above and compare with the specific situation in Vietnam; develop a draft vision for the future for each factor related to pre-incubation and incubation of technology enterprises; develop a draft agenda on innovation, which clearly identifies the action programs that the Government needs to implement to achieve the above vision; necessary and sufficient conditions to implement this roadmap...
Speaking at the ceremony, Deputy Minister Tran Van Tung said: Science and technology business incubation activities have been launched quite strongly in recent years, becoming a positive trend in the youth entrepreneurship movement. This project is of great significance as it aims to incubate businesses with good capacity and competitiveness in the market, contributing to the ambition of making Vietnam a start-up nation. The implementation of these projects also contributes to the formation of a developed technology market in Vietnam.

Through this project, the Institute and the University hope to strengthen the cooperative relationship with the Ministry of Science and Technology and move towards larger and more meaningful research projects in the future.
