I. Purpose
1. To establish a unified basis for competency requirements for all foreign languages taught in the national education system.
2. To serve as a basis for developing curricula, compiling or selecting textbooks, teaching plans, and other foreign language teaching materials, and to establish criteria for testing, examinations, and assessments at each educational level and training qualification, ensuring continuity in foreign language training between different educational levels and training qualifications.
3. To serve as a basis for teachers and lecturers to select and implement content, teaching methods, and assessment techniques so that learners can meet the requirements of the training program.
4. To help learners understand the content and requirements for each level of foreign language proficiency and to self-assess their own abilities.
5. Facilitate cooperation, educational exchange, and recognition of diplomas and certificates with countries applying the Common European Framework of Reference (CEFR).
II. Target Users
The 6-level Foreign Language Proficiency Framework for Vietnam (hereinafter referred to as the Vietnamese Foreign Language Proficiency Framework, abbreviated as VNRF) applies to foreign language training programs, foreign language training institutions, and foreign language learners within the national education system.
III. Compatibility between the Vietnamese Framework for Foreign Language Proficiency and the Common European Framework of Reference
The Vietnamese National Foreign Language Proficiency Framework (KNLNNVN) was developed based on the CEFR and several other English proficiency frameworks from various countries, combined with the actual situation and conditions of foreign language teaching, learning, and use in Vietnam. The KNLNNVN is divided into 3 levels (Beginner, Intermediate, and Advanced) and 6 grades (from Grade 1 to Grade 6, corresponding to grades A1 to C2 in the CEFR). Specifically, they are as follows:
