I. Purpose
1. To serve as a unified basis for competency requirements for all foreign languages taught in the national education system.
2. Serve as a basis for developing programs, compiling or selecting curricula, textbooks, teaching plans, other foreign language teaching materials, and developing criteria for testing, examinations, and assessments at each level of education and training, ensuring connectivity in foreign language training between levels of education and training.
3. Serve as a basis for teachers and lecturers to select and implement content, teaching methods, testing and assessment so that learners can meet the requirements of the training program.
4. Help learners understand the content and requirements for each level of foreign language proficiency and self-assess their abilities.
5. Facilitate cooperation, educational exchange, and recognition of diplomas and certificates with countries applying the Common European Framework of Reference (CEFR).
II. Target users
The 6-level foreign language proficiency framework for Vietnam (hereinafter referred to as the Vietnamese Foreign Language Proficiency Framework, abbreviated as KNLNNVN) applies to foreign language training programs, foreign language training institutions and foreign language learners in the national education system.
III. Compatibility between the Vietnamese Foreign Language Proficiency Framework and the Common European Framework of Reference
KNLNNVN is developed based on the reference and application of CEFR and some English proficiency frameworks of other countries, combined with the actual situation and conditions of teaching, learning and using foreign languages in Vietnam. KNLNNVN is divided into 3 levels (Elementary, Intermediate and Advanced) and 6 levels (from Level 1 to Level 6 and compatible with levels from A1 to C2 in CEFR). Specifically as follows:
