During the meeting, Professor Pham Quang Minh briefly introduced the training and research situation of the University of Social Sciences and Humanities. The Rector stated that the Faculty of Management Science is one of the prestigious training institutions in intellectual property in Vietnam. The Faculty has contributed many bachelors and masters graduates to the human resources in intellectual property in Vietnam. The University has a close relationship and has collaborated with the Vietnam Intellectual Property Office to organize exchange and learning activities on intellectual property, such as the "Intellectual Property - a bridge between students and businesses" competition in April 2016, and the Student Scientific Conference on Intellectual Property in May 2017.
On behalf of China, Mr. Liao Tao expressed his gratitude for the warm welcome from the University of Social Sciences and Humanities. In the context of increasing international cooperation and integration, the General Administration of Intellectual Property of China wishes to share experiences and cooperate on intellectual property with reputable training institutions in Vietnam such as the University. Mr. Liao Tao proposed co-organizing a seminar to introduce the intellectual property systems in Vietnam and China.
Professor Pham Quang Minh shared the aspirations of Mr. Liao Tao and the State Administration of Intellectual Property of China. The Rector believes that there will be many opportunities for exchange and sharing of experiences in the field of intellectual property and invention between Vietnam and China. The university hopes to soon establish close cooperation with the State Administration of Intellectual Property of China in areas such as training and workshops on intellectual property, and student exchange programs in intellectual property with Chinese universities. The Faculty of Management Science and the Office of Cooperation and Development will serve as the liaison between the two sides.

Following the reception, the Chinese delegation listened to a presentation by a representative of the Faculty of Management Science on the research and training results in intellectual property at the University of Social Sciences and Humanities.

The State Administration of Intellectual Property of China (SIPO) was established in 1980 and is a subordinate agency of the State Council of China. SIPO's functions include the protection and supervision of intellectual property, including the issuance and enforcement of intellectual property strategies; conducting international cooperation activities on intellectual property; and maintaining liaison with the intellectual property offices of other countries. SIPO is also responsible for patent matters. Currently, SIPO has 14,000 employees, including 11,000 patent examiners. The agency has patent examination centers in various provinces across China.
