This workshop focused on two major challenges in the deployment of open educational resources: copyright and open licensing. Nearly 70 experts, scientists, and leaders from research, education, and management institutions both domestically and internationally attended the workshop.
Deploying Open Educational Resources: Copyright and Solutions

Professor Dr. Nguyen Van Kim, Vice Rector of the University, delivered a speech at the conference.
In his opening remarks at the workshop, Professor Dr. Nguyen Van Kim (Vice Rector of the University) affirmed:"Vietnam is integrating with the world in the context of an open science environment and the Fourth Industrial Revolution. These are both advantages and major challenges in the country's development process. Researching and promoting programs and projects in the field of open educational resources is truly appropriate and urgent for developing an open science environment that keeps pace with global trends.The Faculty of Information and Library Science has made efforts to experiment with models, provide advice, recommend policies, organize numerous training conferences, and bring together stakeholders to sign commitments to implement Open Educational Resources (OER). The Vice Rector hopes that the issues raised and discussed in this workshop will contribute to analyzing and proposing effective solutions for the application and sustainable development of open educational resources in Vietnam, serving the development of education and training, science and technology effectively.

The introductory report by Dr. Do Van Hung (Head of the Department of Information and Library Science, University of Social Sciences and Humanities) details the current situation and challenges in the implementation of Open Entries (OER) in Vietnam over the past years. Over the years, OER in Vietnam has implemented two pilot models, numerous in-depth workshops, training courses, and is moving towards a commitment to future action. In reality, although the value of the concept of "openness" is entirely consistent with global trends in science and technology and the sustainable development goals set by the United Nations, many obstacles remain in Vietnam and worldwide. In Vietnam, organizations are facing challenges such as a lack of direction on open technology, the absence of policies for open access, and confusion regarding legal issues and open licensing. Conflicts arise in the relationships between the interests and values of "Open" and the legal system, as well as issues of copyright infringement. Therefore, it is necessary to find common ground and a path to make the approach and implementation of OER truly feasible and effective.

The workshop heard presentations on the current status and implementation models of OER, experiences of domestic and international organizations, and proposed solutions to overcome barriers to copyright protection, including issues related to copyright, content, open data, and open access.

Assoc. Prof. Dr. Tran Thi Quy (Chairperson of the Scientific and Training Council of the Faculty of Information and Library Science) delivered a speech at the conference.
Associate Professor Tran Thi Quy (Chairperson of the Scientific and Training Council of the Faculty of Information and Library Science), representing the Organizing Committee, summarized the workshop: “The opinions of the delegates shared and suggested many ideas for researching, implementing, and addressing the challenges facing OER in Vietnam. In particular, they addressed the obstacles related to licensing and copyright. Although the presentations were delivered from different approaches and perspectives, they all converged on one common point: affirming that OER is an effective tool for the reform of higher education in Vietnam in particular and science and technology in general. OER can only become a reality when the bottlenecks regarding intellectual property and state management are resolved. At the same time, the consensus, sharing, and close cooperation among relevant individuals and organizations will continue to expand the spirit, values, and reality of OER, making it increasingly widespread and effective.”
