During the meeting, Professor Pham Quang Minh briefly introduced the history, development strategy, training and research activities, and student body of the University of Social Sciences and Humanities. The Rector stated that the University is pursuing a strategy of strengthening international relations while also maintaining and expanding relationships with domestic partners. Therefore, relationships with training institutions such as the Center for Training and Professional Development of the Coast Guard are very important.
On behalf of the Center, Lieutenant Colonel Nguyen Duc Do informed Professor Pham Quang Minh about some friendly exchange and interaction activities between the youth unions of the two units in the past. These are practical activities that contribute to strengthening the bond between students from both sides and should be maintained regularly every year. In addition, he hoped that the School would contribute to fostering and enhancing the political, historical, legal, and international relations knowledge of the Center's officers and students, especially those related to preserving and protecting Vietnam's maritime sovereignty.

During the meeting, the youth organizations of both sides also agreed to sign a memorandum of understanding to establish a sister-city relationship as soon as possible.
The Coast Guard Training and Professional Development Center was established in 1998, initially named the Coast Guard Training Center. It is a unit directly under the Coast Guard Command, with the function of training, educating, and training Coast Guard officers. Currently, the center is training five classes of technical personnel in the following specialties: ship control, communications and signaling, ship engine operation, ship electricity, and Coast Guard ship weapons, aiming to provide a skilled technical workforce for the Coast Guard force.
