On November 13, 2009, Professor Nguyen Van Khanh, Rector of the University of Social Sciences and Humanities, received a delegation from Seoul National University led by Professor Kang Myungkoo, Dean of the Faculty of Liberal Arts. During the meeting, Professor Kang extended an invitation to representatives from the University of Social Sciences and Humanities to attend a thematic workshop within the framework of the BESETOHA forum, which will take place on December 4-5, 2009 in Seoul, South Korea.
The main theme of the workshop is the teaching of basic science subjects, also known as general education initiatives. The workshop is expected to focus on three main areas: Current issues in general education: the relationship between general education programs and the study of specialized subjects; Establishing the BESETOHA general education network: BESETOHA's collaboration in developing and proposing common courses in general education; Short-term and long-term cooperation plans for BESETOHA's activities in general education.

Professor Nguyen Van Khanh accepted the invitation and stated that the University of Social Sciences and Humanities could send two representatives to BESETOHA.
Next, the two sides discussed potential areas of cooperation based on the cooperation agreement signed between Vietnam National University, Hanoi and Seoul National University in 2004. Some planned activities include the exchange of electronic lectures, student exchanges, and expert exchanges.
Since 2004, the two universities have had initial collaborative activities, jointly publishing three textbooks for Vietnamese students: Advanced Korean Language Textbook, Korean History Textbook, and Modern Korean Society Textbook.
BESETOHA is a forum where four major universities in East Asia – including Peking University (China), Seoul National University (South Korea), the University of Tokyo (Japan), and Hanoi National University (Vietnam) – meet to discuss current issues and future directions in higher education, educational concepts, and educational culture. BESETOHA is an acronym formed from the first two letters of the English names of the four member universities of the forum (Bejing, Seoul, Tokyo, and Hanoi).
The Forum of Four Key East Asian Universities originated from an initiative by the University of Tokyo. In 1999, the University of Tokyo organized a scientific conference attended by experts from four universities in the capitals of four East Asian countries: Peking University (China), Seoul National University (South Korea), the University of Tokyo (Japan), and Vietnam National University, Hanoi (Vietnam), to discuss the issue of equipping students with foundational knowledge. Initially, the discussions focused on academic topics stemming from the idea of cultural similarities among East Asian countries. However, during the discussions, the scholars reached the crucial realization that the four universities should maintain regular meetings and exchanges, not only among experts but also among administrators. Following this conference, a collaborative relationship was formed between the four universities. Accordingly, the conference will be held annually, rotating among the universities, in the form of a forum of the four university presidents combined with specialized scientific workshops.
From 1999 to 2008, the Forum of Presidents of the Four Key East Asian Universities held 10 conferences.
