Next, the Conference listened to reports on the implementation of work in October 2021 and the work plan for November 2021 from the units.

Accordingly, in October, the University implemented numerous activities across four key areas: Party work, organization, and associations; training, student affairs, quality assurance, inspection, and legal affairs; scientific research, cooperation, and development; and administration, facilities, finance, and IT. Some notable activities included: continuing to review and adjust management documents, regulations, and rules; completing the personnel restructuring process and issuing decisions appointing Deputy Heads of Departments: Personnel Organization, Student Affairs & Student Support, and Administration; organizing the second round of postgraduate entrance exams in 2021; conducting the second round of part-time student enrollment in 2021; implementing the training plan for the first semester of the 2021-2022 academic year for regular students of the QH-2021-X cohort; and implementing health insurance and personal accident insurance for students. Organizing external peer evaluation of the Linguistics field (October 28-29, 2021); implementing the development of a Translation project; holding online cooperation meetings with Taiwanese partners; supporting procedures for receiving foreign visiting lecturers and students under the 2021 government-to-government agreement; continuing to review and contact vaccination agencies for university staff and employees; coordinating with the Center for Training and Application of Information Technology to continue guiding the use of VNU-Office software; reviewing and supplementing equipment for the new academic year…

In November 2021, the school will continue to implement and launch new tasks in the aforementioned areas.
Following the report, the Conference listened to the remarks of the Vice Rectors, along with representatives from the Faculties, departments, and units under and directly affiliated with the University. All opinions agreed with the draft report prepared by the Administrative and General Affairs Department and proposed specific suggestions to further improve the effectiveness of work in November.

Concluding the conference, Rector Professor Hoang Anh Tuan highly appreciated the efforts of the units in carrying out their tasks in October, and expressed his hope that the units would continue to strive to complete the targets and tasks in November. The Rector emphasized several key tasks that need to be implemented in November.

Regarding Party and mass organization work: Quickly complete the dossier for the 28th Party Congress of the University in accordance with regulations; review all plans and results of implementing resolutions and conclusions according to the Congress documents, update the issued documents; prepare a plan to consolidate the Party Committee of the Faculty of Vietnamese Studies and Vietnamese Language.

Regarding organizational and personnel matters: Continue to improve the system of documents on management decentralization and management operational procedures within the University; implement the recruitment process and the process for hiring contract employees in accordance with the regulations of 2021; continue to implement training programs and courses, including coordinating with the VIBE group of VNU to organize two courses to enhance the capacity of administrative and training unit leaders and managers; support several units within the University in organizing commemorative activities on November 20th.

Regarding training activities: Continue implementing the second enrollment period and commencing the QH-2021-X postgraduate course; prepare to organize the Conference summarizing the 2021 undergraduate and postgraduate admissions work to exchange and disseminate training strategies for the coming period.
Regarding student affairs: Effectively and safely organized the Opening Ceremony of the 2021-2022 academic year and the Conference on Student Affairs and Class Homeroom Teachers/Academic Advisors in 2021.

Associate Professor Dr. Dao Thanh Truong (Vice Rector of the University) gave a speech on scientific research, international publications, and quality assurance in education.
Regarding scientific research: The regulations for basic research projects and policies supporting international publications will be finalized and adjusted, emphasizing the trend of "individualizing" international publications; the translation project will continue to be implemented; and an ethics committee for research will be established at the University of Social Sciences and Humanities, Vietnam National University, Hanoi.


Representatives from the training institutions contributed their opinions to the session.
Regarding quality assurance: Continue to implement quality assurance activities in a practical manner, mobilizing the active participation of heads and leaders of training units.
Regarding COVID-19 prevention and control: Continue to strengthen COVID-19 prevention and control measures, administer two doses of the vaccine, and in the near future, administer a third dose to all staff, students, and faculty of the school.
Regarding infrastructure: Renovation of facilities will be carried out according to the planned schedule, including the renovation of lecture halls, information technology systems, and equipment serving the school's operations, in a cost-effective manner, utilizing social resources and taking advantage of investment from Vietnam National University, Hanoi.
Regarding financial matters: Implementing guidelines for establishing economic and technical norms according to Government Decree 81/ND-CP on tuition fees; adjusting internal spending regulations within the School; coordinating with quality assurance work to reinvest increased revenue into human resource development activities of the School.
