Mr. Le Quan has held various leadership and management positions, including: Head of the Human Resource Management Department (University of Commerce), Member of the Board of Directors of the Francophone Business Institute, Member of the Executive Board of the network of scientists researching entrepreneurship (Francophone University Organization), in charge of international training projects at the University of Commerce, and also in charge of Filière Francophone on business administration; Director of the Center for International Training and Education (University of Economics, VNU); Head of the Personnel Organization Department of VNU; Member of the Standing Committee of the Party Committee, Head of the Party Committee's Organization Department, Chairman of the Party Committee's Inspection Committee of VNU; Vice Director of VNU; Deputy Minister of Labour, Invalids and Social Affairs; Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee of the Provincial People's Committee, and Chairman of the People's Committee of Ca Mau Province.
Mr. Le Quan is known as the founder of the Human Resources Management Club and Forum, the founder of the Business Cafe event series, Vietnam Human Resources Day, and the university governance innovation activities at Vietnam National University, Hanoi.
As Deputy Minister of Labour, Invalids and Social Affairs, Mr. Le Quan made his mark by promoting the application of information technology and administrative reform. Areas under his responsibility, such as social insurance, saw many innovations, and the restructuring of vocational education yielded breakthrough results. Furthermore, Mr. Le Quan also made significant contributions to proposing and developing social welfare support packages for those affected by the Covid-19 pandemic.
During his time working in Ca Mau as Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Mr. Le Quan made many breakthroughs and innovations in directing and managing the province's socio-economic development. He contributed to boosting investment attraction, focusing on planning, developing the marine economy, reproducing and increasing the value chain of agriculture; fisheries and agriculture experienced high growth, and both fisheries and exports increased in recent times...
In addition, Mr. Le Quan also focused on directing the development of an e-commerce trading platform, promoting tourism in Ca Mau through the Ca Mau Destination 2021 program with a series of impressive events, developing a network of young civil servants and officials in Ca Mau; and implementing the Business Networking Cafe Program.
