Tóm tắt các kết quả của luận văn: Pháp lệnh Lưu trữ quốc gia năm 2001 đã khẳng định “tài liệu lưu trữ là di sản của dân tộc, có giá trị đặc biệt đối với sự nghiệp xây dựng và bảo vệ Tổ quốc Việt Nam xã hội chủ nghĩa”, có khả năng giới thiệu một cách trung thực và sinh động hình ảnh đất nước, con người, văn hoá, xã hội Việt Nam. Bởi vậy, tài liệu lưu trữ đang được bảo quản tại các cơ quan, tổ chức ngày càng phải phát huy giá trị của nó trong hoạt động văn hoá đối ngoại. Trước thực trạng hoạt động văn hoá đối ngoại là nhiệm vụ chính trị, có ý nghĩa quan trọng trong quá trình hội nhập quốc tế cũng như tiềm năng đặc biệt, đa dạng và phong phú của tài liệu lưu trữ tại các cơ quan, chúng tôi chọn vấn đề: "Khai thác, sử dụng tài liệu lưu trữ phục vụ hoạt động văn hoá đối ngoại trong giai đoạn đổi mới và hội nhập quốc tế" làm đề tài luận văn. Ngoài phần mở đầu, kết luận, tài liệu tham khảo, phụ lục, phần nội dung của Luận văn được trình bày trong 3 chương: Chương 1: làm sáng tỏ các vấn đề: giá trị của tài liệu lưu trữ và sự cần thiết phải khai thác tài liệu lưu trữ phục vụ cho hoạt động văn hoá đối ngoại; khái quát về loại hình, số lượng và nội dung tài liệu lưu trữ đang bảo quản tại các cơ quan lưu trữ và các cơ quan có thể phục vụ hoạt động văn hoá đối ngoại; các biện pháp triển khai hoạt động văn hoá đối ngoại trong thời gian qua của các cơ quan. Chương 2: các đối tượng nghiên cứu tài liệu, các hình thức khai thác, sử dụng tài liệu lưu trữ phục vụ hoạt động văn hoá đối ngoại trong thời gian qua được giới thiệu phân tích, đánh giá nhằm thấy được những việc đã làm tốt và những vấn đề còn tồn tại trong việc khai thác, sử dụng tài liệu lưu trữ phục vụ hoạt động văn hoá đối ngoại. Chương 3: đề xuất và phân tích các giải pháp trong việc khai thác, sử dụng tài liệu lưu trữ phục vụ hoạt động văn hoá đối ngoại trong giai đoạn đổi mới và hội nhập quốc tế như: xây dựng đề án về khai thác, sử dụng tài liệu lưu trữ phục vụ hoạt động văn hoá đối ngoại với sự tham gia của các cơ quan lưu trữ và cơ quan văn hoá, ngoại giao, thông tin; hoàn thiện hệ thống văn bản về công tác lưu trữ; chủ động tuyên truyền, giới thiệu về công tác lưu trữ, tài liệu lưu trữ đến xã hội; cải cách dịch vụ công, tăng cường tài chính trong khai thác, sử dụng tài liệu lưu trữ; tăng cường khai thác, sử dụng tài liệu lưu trữ dưới nhiều hình thức đa dạng như: công bố, giới thiệu tài liệu và khai thác, sử dụng tài liệu lưu trữ để biên soạn sách, sách ảnh, ấn phẩm truyền thống, ấn phẩm điện tử; trưng bày, triển lãm cố định, triển lãm lưu động, triển lãm trực tuyến tài liệu lưu trữ tài liệu lưu trữ; sử dụng phim tài liệu, tư liệu để giới thiệu về đất nước, con người Việt Nam với bạn bè quốc tế, sử dụng tài liệu lưu trữ trong các bài viết chuyên khảo, chuyên ngành về đất nước, con người, văn hoá Việt Nam trên các tạp chí khoa học có uy tín của Việt Nam và của các nước bằng tiếng nước ngoài, các bưu thiếp, bưu ảnh, tem bưu chính; tăng cường quan hệ song phương và đa phương với các tổ chức quốc tế và các nước để giới thiệu Việt Nam với bạn bè và các đồng nghiệp quốc tế. Các nội dung của đề tài nhằm khẳng định rằng, việc khai thác, sử dụng tài liệu lưu trữ phục vụ hoạt động văn hoá đối ngoại trong giai đoạn đổi mới và hội nhập quốc tế là vấn đề cần triển khai của hiện thực nhằm hướng tới các mục đích lâu dài của tương lai. 11. Khả năng ứng dụng trong thực tiễn: Cục Văn thư và Lưu trữ Nhà nước phối hợp với Bộ Ngoại giao, Bộ Văn hoá xây dựng đề án về khai thác, sử dụng tài liệu lưu trữ phục vụ hoạt động văn hoá đối ngoại 12. Những hướng nghiên cứu tiếp theo: Nghiên cứu về việc khai thác liệu phim ảnh, ghi âm trong việc triển khai văn hoá đối ngoại tại các cơ quan, tổ chức. 13.
