Summary of thesis results: The transition to a self-governing and self-responsible mechanism in accordance with Decree 115/2005/ND-CP for public science and technology organizations has opened up many opportunities, but also encountered numerous challenges and obstacles. Many public science and technology organizations, after the transition, have not been able to fully utilize the advantages of the self-governing and self-responsible mechanism, and have not been able to ensure regular operating funds as prescribed. Along with the transition process, the policies mentioned in the Decree to support and promote the operational potential of science and technology organizations have not been implemented in a timely manner, lacking attention from competent authorities..., which has led to the majority of science and technology organizations operating inefficiently after the transition. So, what are the reasons for this inefficiency? Therefore, the question arises: What are the conditions for implementing autonomy and accountability according to Decree 115/2005/ND-CP for science and technology organizations? During the research, data synthesis, analysis, and evaluation process, the author has presented several research results based on hypotheses and proven conditions that are indispensable and decisive for science and technology organizations to implement the roadmap for transitioning to autonomy and accountability and operating effectively. These conditions must be: 1- Science and technology products must be commercialized. 2- The State must reform the macro-management mechanism for science and technology. These conditions have been analyzed and specifically proven in the accompanying thesis report. From the research results, the following conclusions can be drawn: Firstly, the process of transitioning public science and technology organizations to a self-governing and self-responsible mechanism, as stipulated in Government Decree No. 115/2005/ND-CP dated September 5, 2005, has shown that many conditions for this transition are still lacking. Evidence of this is the State's acknowledgment and subsequent adjustments and additions through Government Decree No. 96/2010/ND-CP dated September 20, 2010. Secondly, the essence of the self-governing and self-responsible model must include the right to self-determination regarding the direction and tasks of science and technology, and the right to expand cooperative relationships with other partners in society, rather than a "request-and-grant" mechanism as in the period of centrally planned economy. Thirdly, with the requirement for such autonomy and accountability, we still lack many conditions, including the crucial and indispensable conditions presented above. These conditions must be those that the State itself must create for science and technology organizations. 11. Practical application potential: The research results of this project will contribute to perfecting the conditions for implementing autonomy and accountability according to Decree 115/2005/ND-CP, helping science and technology organizations follow the correct transformation roadmap, improve operational efficiency, and contribute to strengthening the country's scientific and technological potential. 12. Summary of the findings of the thesis: Governmental Decision No. 115/ND of the Government pertaiting to the stipulation of the mechanism of self-mastery, self-responsibility of public scientific and Technological organizations. That is a very important statutory instrument for scientific and technological organizations, scientists to implement mechanism of self-mastery, self-responsibility in the market economy and global integration. It is also an essential issue in the innovation and science and technology management activity, they are the motive force for the quick and efficient development of the science and technology field. However, ater a time of implementation, that shows some difficult problems not satisfying the requirements raised for the public scientific and Technological organization. Specially, the scientific and technological organizations of the mekong delta region, the place almost has not yet activity of research and development. The scientific and technological cadres are lacking and weak. The capacity of association between the local scientific and Technological organizations and the university, the college, the research institutes are still weak. Most of scientific and Technological organizations in here have their standard of science and technology, their technical equipment backward, Their level of innovation in innovation of technology are still very low in comparison with the need of development. The cause of the difficulty as mentioned above affects directly to the implementation of the Governmental Decree No. 115/ND of the Government. Therefore, the objects of this report findout conditions to the successful transform the mechanism of self-mastery, self-responsibility of public scientific and Technological organizations of the Mekong delta region. Based on the results of theoretical studies, surveys and practical observations, the thesis has proposed 02 conditions to promote autonomy and self-responsibility of public scientific and Technological organizations in Vietnam, including: 1) S & T product to be commercialized. 2) the State has to reform macro-management mechanism on science and technology. From the above results can be concluded the following: - First, the transformation process operates to autonomy, self-responsibility under Decree No. 115/2005/ND-CP dated September 5, 2005 of the Government of S & T public institutions. In fact lacking the conditions for conversion, as evidenced by the State and admitted for adjustment, supplemented by Decree No. 96/2010/ND-CP dated September 20, 2010 of the Government. - Second, the essence of the model of autonomy and self-responsibility must include autonomy in orientations and tasks of science and technology, self-expanding partnerships and other partners in society. - Third, to the requirements of autonomy, self-responsible way, we still lack many conditions, including important conditions are indispensable, as described above. These conditions must be conditions that the State must be held "open" for science and technology. 11. Practical applicability, if any: Results of the research will contribute to improve the conditions for the implementation of autonomy and self responsibility under Decree 115/2005/ND-CP, with S&T institutions to comply with the schedule transform and improve operational efficency, contribute to reform of Science and Technology management mechanism and institutional reform of public R&D organizations. 12.
