Enhancing the effectiveness and efficiency of administrative reform will contribute to reducing transaction costs, creating a more favorable investment environment, and contributing to local economic growth. This thesis contributes to the research stream on administrative procedure reform through the application of ISO 9001:2000 standards to the operations of state administrative agencies. The combined results from the current situation and the survey on the effectiveness of ISO 9001:2000 application in Tay Ninh province show that while the application of ISO 9001:2000 to state administrative agencies has yielded some basic initial benefits, the impact is not yet clear. Despite strong support in terms of resources, the agencies have not yet created commensurate value, and the quality teams have not fully played their role in the practical activities of each state administrative agency with its unique professional characteristics. This thesis proposes several solutions to enhance the role of quality teams to improve the effectiveness of applying ISO 9001:2000 to state administrative agencies in the period 2011-2015 for Tay Ninh province in particular and the whole country in general. 12.
