The thesis contributes to the research stream on administrative procedure reform through the application of ISO 9001:2000 standards to the operations of state administrative agencies. The synthesis results from the current situation and the results of the survey on the effectiveness of application in Tay Ninh province show that the application of ISO 9001: 2000 standards to state administrative agencies, although bringing some basic initial effects, the impact is not clear, although there is strong support in terms of resources, the agencies have not yet created commensurate value, the quality group has not yet promoted its role in the practical activities of each state administrative agency with its own specialized characteristics. The thesis proposes a number of solutions to promote the role of the quality group to improve the effectiveness of applying ISO 9001: 2000 standards to state administrative agencies in the period of 2011 - 2015 for Tay Ninh province in particular and the whole country in general. 12.
