Theoretical and practical basis of criteria for selecting research topics based on needs; Chapter 2. Criteria for evaluating research topic selection based on needs. The content of these chapters presents the theoretical and practical basis of criteria for selecting research topics based on needs, thereby building criteria for evaluating research topic selection based on needs. Here is a summary of the thesis results: From 2006 to the present, the Department of Science and Technology has supported 192 research projects, including 77 projects in the field of agriculture, 88 projects in the field of health, and 24 projects in other fields. Currently, more and more projects have been applied in the district and account for a gradually increasing percentage each year (such as 52.38% in 2006 and 88.23% in 2010). Although there have been many reforms, scientific activities have not yet fully played their role in promoting the socio-economic development of the locality in the period of international integration. Therefore, in order to further improve the effectiveness of scientific research in the locality, we need to build 07 criteria for selecting research projects according to needs as follows: (1) The project is carried out in the form of applied research; (2) Research objectives can solve problems in the socio-economic goals and tasks of the district; (3) The topic must satisfy the characteristics such as validity, legality, novelty, urgency, practicality, scientific value, and effectiveness; (4) The implementation time is appropriate to the natural, economic, and social conditions at each specific time; (5) The budget is estimated appropriately according to the content of implementation; (6) The leading organization or individual must demonstrate research capacity; (7) The leading organization or individual receives priority points for the first and only time if the research problem is proposed by the leading organization or individual. In which the topic must be implemented according to the practical needs of society and the local policy as follows: (a) Application of scientific and technological achievements in agricultural production; (b) Implementation of scientific and technological achievements to serve the development of household and farm economies; (c) Selecting, improving, and applying technological lines (automation technology) to serve industrial and handicraft sectors; (d) Applying energy-saving technologies and solutions in some production sectors; (e) Researching, applying, and transferring clean and environmentally friendly technologies; (f) Researching solutions to improve the quality of education and effectively socialize in the field of education; (g) Promoting the application of scientific and technological achievements in all fields of the health sector, including specialized and general healthcare; (h) Applying information technology to effectively address the process of administrative procedure reform of state management agencies, or the production and business activities of public service units. 12. Practical application potential: The results of the project will serve as a theoretical basis to help the An Giang Department of Science and Technology develop criteria for selecting projects suitable to local conditions in the project management regulations. From there, guidance is provided to the council and the head of the institution to effectively select topics in the list-setting council and the proposal selection and review council. The results of the projects aim to help leaders and professionals at all levels determine the supply and demand for science and technology and guide research; managers have a tight, convenient, and effective management mechanism; researchers have research directions and objectives suitable to the natural and social conditions of the locality; and producers orient their investment in scientific research rationally in the new context, in the era of integration. At the same time, it creates a link between research and production, connecting science - management - production and business - consumers, thereby turning scientific research results into goods, bringing direct benefits to society. 13. Future research directions: - Continue to develop and refine the content on administrative reform in management activities and reform the financial mechanism in scientific research activities to suit the current situation; develop accurate and objective criteria for evaluating research results; and develop criteria for effectively transferring research results at the local level to create a legal basis for management agencies, organizations, and individuals to implement correctly. - Research and assess the local science and technology potential to create a basis for planning the training and development of a successor science and technology workforce, while investing in infrastructure and equipment to support research activities. - Research to assess the current supply and demand for science and technology from transfer recipients (academic service units providing science and technology, businesses, production facilities) and beneficiaries (the public) in order to forecast the demand for science and technology in production, thereby guiding scientific research correctly and avoiding waste of time, money, and intellectual resources. - Research on the application of information technology in scientific management activities to avoid information overload, save time, reduce work pressure for managers, and ensure that scientific activities are managed openly and transparently. 14. Summary of the findings of the thesis: (Summarize them with stress on the new findings, if any) From 2006 until now, The Science and Technology Department of An Giang province assisted with money to do 192 projects, in which 77 projects in agricultural field, 88 ones in health field and the others in various fields. In comparison with other 11 districts in An Giang province, Tan Chau held the largest number of projects while Health Deparment accounted for the most projects in comparison with other departments (22 and 44 projects in respectively). Untill now, there are more and more projects applied in local areas effectively, increasing regularly from 52.38% in 2006 to about 88.23% in 2010. From this fact, it can be predicted that research potential in departments will increase much more than in districts because human, finance, information and equipment conditions are better. Althought there was much innovation, science research action did not play well the role of economic-social promotion at district level in entering international period. Consequently, we need to design 06 eligibilities to choose projects base on social requirements to improve the research effectiveness in local, and to guarantee research results which will become goods and will be applied into community effectively. Such as: - Eligibility 1: Project is recognized the sort of applying research - Eligibility 2: Research target must slove the issues in order to promote economy-social ion at district level. - Eligibility 3: Project has to adapt official procedure, laws, newness, indispensableness, reality, science and effect. - Eligibility 4: Time has to accord with the context of nature, economy and society. - Eligibility 5: Research expense has to suit tenor. - Eligibility 6: The research organization and person have to prove research capability. - Eligibility 7: The research organization and person, who put forward research questions, will be given award marks in the first susguest. Pay more attention to the projects relating to develop strategies of the local.
