Criteria for evaluating topic selection based on demand orientation The content of the chapters shows the theoretical and practical basis for criteria for selecting topics based on demand orientation, thereby building criteria for evaluating topic selection based on demand orientation. The following is a summary of the thesis results: From 2006 to present, the Department of Science and Technology has supported 192 topics, including 77 topics in the agricultural sector, 88 topics in the medical sector and 24 topics in other fields. Currently, more and more topics have been applied in the district and the proportion has increased gradually each year (such as 52.38% in 2006 and 88.23% in 2010). Although there have been many reforms, scientific activities have not yet fully promoted their role in promoting the socio-economic development of the locality in the period of international integration. Therefore, in order to further improve the effectiveness of scientific research in the locality, we need to develop 07 criteria for selecting topics according to the following demand orientation: (1) The topic is implemented in the form of applied research; (2) The research objectives can solve problems in the socio-economic goals and tasks of the district; (3) The topic must satisfy the properties such as validity, legality, novelty, urgency, practicality, scientificity and efficiency; (4) The implementation time is suitable for the natural, economic and social conditions at each specific time; (5) The budget is estimated to be suitable for the implementation content; (6) The organization or individual in charge must demonstrate research capacity; (7) The organization or individual in charge will receive priority points for the first and only time if the research problem is proposed by the organization or individual in charge. In particular, the topic must be implemented according to the practical needs of society and the policies of the locality as follows: (a) Applying scientific and technological achievements in agricultural production; (b) Deploying the application of scientific and technological achievements to serve the development of household and farm economies; (c) Selecting, improving, and applying technological lines (automation technology) to serve industries and handicrafts; (d) Applying energy-saving technology and solutions in a number of manufacturing industries; (e) Researching the application and transfer of clean and environmentally friendly technology; (f) Researching solutions to improve the quality of education and effectively socializing the education sector; (g) Promoting the application of scientific and technological achievements in all areas of the health sector, including specialized and universal health care; (h) Applying information technology to effectively solve the administrative procedure reform process of state management agencies, or production and business activities of public service units. 12. Practical applicability: The results of the topic will be the theoretical basis to help the Department of Science and Technology of An Giang develop criteria for selecting topics suitable to local conditions in the topic management regulations. From there, the orientation for the council and the Head of the facility can effectively select topics in the council that determines the list and the council that selects and reviews the outline. The results of the topic aim to help leaders and experts at all levels to determine the supply and demand of science and technology and orient the direction of research; managers have a tight, convenient and effective management mechanism; researchers have research directions and purposes suitable to the natural and social conditions of the locality; producers orient investment in scientific research in a reasonable way in the new situation, in the integration period. At the same time, create a connection linking research with production, linking science - management - production and business - consumers, thereby being able to turn scientific research results into goods, bringing direct benefits to society. 13. Further research directions: - Continue to develop and improve the contents of administrative reform in management activities, reform the financial mechanism in scientific research activities to suit the current situation, develop criteria for evaluating research results accurately and objectively, develop criteria for transferring research results effectively at the local level to create a legal basis for management agencies and organizations, individuals to implement properly. - Research and evaluate local science and technology potential to create a basis for planning training and developing a team of successor scientists and technologists, and at the same time invest in infrastructure and equipment to serve research activities. - Research and evaluate the current situation of supply and demand of science and technology from transfer recipients (public service units providing science and technology services, enterprises, production facilities) and beneficiaries (people) to be able to forecast the demand for science and technology in production, thereby being able to orient scientific research correctly, avoiding waste of time, money and brainpower. - Research on the application of information technology in scientific management activities to avoid cases of information interference, save time, reduce work pressure for managers, scientific activities are managed publicly and transparently. 14. Summary of the findings of the thesis: (Summarize them with stress on the new findings, if any) From 2006 until now, The Science and Technology Department of An Giang province assisted with money to do 192 projects, in which 77 projects in agricultural field, 88 ones in health field and the others in various fields. In comparison with other 11 districts in An Giang province, Tan Chau held the largest number of projects while Health Deparment accounted for the most projects in comparison with other departments (22 and 44 projects in respectively). Untill now, there are more and more projects applied in local areas effectively, increasing regularly from 52.38% in 2006 to about 88.23% in 2010. From this fact, it can be predicted that research potential in departments will increase much more than in districts because human, finance, information and equipment conditions are better. Althought there was much innovation, science research action did not play well the role of economic-social promotion at district level in entering international period. Consequently, we need to design 06 eligibilities to choose projects base on social requirements to improve the research effectiveness in local, and to guarantee research results which will become goods and will be applied into community effectively. Such as: - Eligibility 1: Project is recognized the sort of applying research - Eligibility 2: Research target must slove the issues in order to promote economy-social ion at district level. - Eligibility 3: Project has to adapt official procedure, laws, newness, indispensableness, reality, science and effect. - Eligibility 4: Time has to accord with the context of nature, economy and society. - Eligibility 5: Research expense has to suit tenor. - Eligibility 6: The research organization and person have to prove research capability. - Eligibility 7: The research organization and person, who put forward research questions, will be given award marks in the first susguest. Pay more attention to the projects relating to develop strategies of the local.
