This project provides theoretical basis for accelerating the implementation of the National Innovation System (NIS). It confirms that the content in the innovation system is a break through business and creates the innovative systems in national. On practical grounds, this project surveyed and investigated in Vinh Long on 196/1356 models, which are enterprises. Results show that the limitations of R&D activities and of the progress about innovation system in manufacturers is due to the lack of S&T potential. This project offers two main groups of solution. The first consists of mechanisms and measures that we had and should continue to perform. The second includes measures which should be amended, supplemented and issued to continue to improve scientific and technological potential for economic sectors, especially to promote the capacity of R&D activities in Vinh Long manufacturers. 12.
