Summary of thesis results: Stemming from the increasing need for the development of science and technology human resources for research and development activities in Quang Ngai; and from the practical experience of attracting these human resources in the province in the past period, which has been limited, it is necessary to innovate the attraction activities with a new approach to bring practical results. The thesis is carried out with the topic "Strengthening the attraction of science and technology human resources for research and development through the implementation of science and technology projects" to promote attraction activities to meet the needs of developing science and technology human resources for research and development, serving the industrialization and modernization of the province. Based on research into the characteristics of R&D activities, R&D human resources, and the current state of attracting these human resources in the province and some localities over the past years, this study analyzes the theoretical and practical basis of successes and failures in attracting science and technology human resources for R&D work. Traditional methods of attracting human resources through staffing and purely material incentives for R&D personnel have proven ineffective for a long time. The province's method of attracting human resources through R&D tasks still has many shortcomings, from awareness to policies and strategies for developing human resources for R&D, and lacks direction and is fragmented in attraction activities. Therefore, the effectiveness of attraction is low. The solution for attracting R&D human resources based on tasks is built on the basis of the characteristics of R&D activities and the characteristics of R&D human resources; Based on overcoming the shortcomings and weaknesses of the old methods of attracting human resources, and on the foundation of the province's objective and subjective conditions, attracting science and technology personnel for research and development through science and technology tasks means attracting them for use through the implementation of science and technology projects. Science and technology personnel can both perform tasks according to the functional structure and participate in science and technology projects under contract, outsourcing, and many other flexible forms. After completion, they can continue to participate in other projects. This is a flexible and appropriate solution given the current mobility of science and technology human resources. Attracting personnel through tasks overcomes the barriers of staffing and cumbersome administrative mechanisms in the functional structure, unleashing the enormous potential of science and technology personnel in research and development activities.
