Summary of Thesis Results: The teaching staff plays a decisive role in the existence and development of universities. Besides providing quality teaching, participating in and conducting scientific research is a mandatory task for university lecturers. Engaging in scientific research allows lecturers to hone their skills, accumulate knowledge and experience, and develop their creativity to identify and solve problems in their specialized fields, thereby better serving the improvement of teaching quality and contributing to the development of society. Although teaching and scientific research are closely related tasks, it is regrettable that the current evaluation of lecturer quality in universities does not place much emphasis on their scientific research activities. There are many reasons for this, but the most important one is that at the University of Social Sciences and Humanities, the teaching staff focuses heavily on teaching to address the demands of life. From the analysis of this thesis, it can be seen that research projects with long delays (especially those requiring reimbursement) are often theoretical in nature, not connected to experimentation, and not relevant to social practice. These project leaders conduct research independently, not in groups. Research groups, in reality, have formed entirely spontaneously. They stem from the need for human resources to ensure training activities, funding for research projects, the need to enhance the professional capacity of young lecturers, and the task of training and guiding students in scientific research. Combining research and training activities can help lecturers both fulfill their scientific research responsibilities and integrate training activities to produce scientific products. The research group and its activities not only help the department and the university fulfill their research tasks but also have significance in training staff, creating continuity and succession of professional competence for researchers and lecturers.

Major: Sciences and Technologies Management 8. Code: 60.34.72 9. Thesis Advisor: PhD. Tran Thi Mai - University of Social Sciences and Humanities – Ho Chi Minh city. 10. Thesis result summary: Lecturer is the key element for the existence and development of universities. Besides qualified teaching, scientific research is an obligation for tutors at universities. Conducting scientific research helps tutors practice, accumulating knowledge, experiences, making innovations in order to discover and solve professional problems. Therefore, lecturers are able to improve their teaching as well as contribute to society developments. Teaching and research are correlated tasks. However, in universities in general and the University of Social Sciences and Humanities – Ho Chi Minh city in specific, evaluating indicators are not related much in tutors' scientific researches. From analysis results of this thesis, late projects, especially refunded projects, are usually theory oriented, do not relate to society's problems. Moreover, projects' leaders do research alone; do not belong to any research groups. Reasons could be: projects' objectives and constraints; limited time … The most important reason of this problem at University of Social Sciences and Humanities – Ho Chi Minh city is tutors focus on teaching tasks in order to solve day life issues. To solve those reasons and improve research activities of lecturers at University of Social Sciences and Humanities – Ho Chi Minh city, building research teams seems to be the most appropriate solution. In practice, research teams have been built naturally. They are from human resource requirements to ensure teaching activities, from financial requirements to conduct researches, from improving professional requirements of young lecturers, from requirements of teaching and advising students' research projects. Combining teaching and researching activities would help tutors accomplish researching requirements, teaching requirements as well as create scientific products. Research teams and their activities do not only help faculties and universities accomplish research requirements but also train new lecturers and create a continuousness, inheritance among researchers and lecturers.
