Summary of Thesis Results: Applying knowledge of scientific research methodology, the author analyzed the current situation and identified the limitations of the currently applied scientific research proposal templates. - The theoretical basis of the thesis is: Concepts, relationships, and logical sequences related to the sections in a scientific research proposal. - The practical basis of the thesis is: Results of analyzing the content of the current proposal template; results of analyzing 20 scientific research proposals of the province during the period 2006-2010; results of surveys of members of the Scientific Council, management staff, and researchers of the province; results of referencing some research proposal templates of R&D organizations worldwide. Based on the analysis and survey results, the author has proposed a solution to improve two research proposal templates for the fields of social sciences and humanities, and science and technology development. The new features in these two templates are: adding sections for "Research Question" and "Research Hypothesis" to the "Research Content" section; revising and rearranging the "Methods of Proof" sections and adding a "Arguments" section to ensure a more logical and coherent order. To verify these results, the author also conducted a trial application of the new templates, comparing them with the old ones to demonstrate the advantages of the proposed solution. However, the proposed templates require researchers, administrators, and members of the Scientific Council to be fully equipped with knowledge of scientific research methodology. Only then will the application of the new templates be more convenient and easier. The Ministry of Science and Technology is proposed to study this new form for issuance and application nationwide for scientific research activities using state budget funds. 11.
