Summary of thesis results: The thesis aims to present the current regulations on policies, regimes, and implementation for civil servants and public employees in document management and archiving in state agencies. At the same time, it evaluates, comments on, and proposes some solutions to improve and effectively implement policies and regimes for civil servants and public employees in document management and archiving in state agencies in Vietnam today. Chapter 1. Policies and regimes for civil servants and public employees in document management and archiving in state agencies in Vietnam today. We focus on studying some basic concepts; Chapter 2: Survey and evaluation of the implementation of policies and regulations for civil servants and public employees in state agencies in Vietnam today, focusing on the roles and characteristics of the work of document and archive staff, and from which the State formulates policies and regulations for them in the current period. Based on survey results from several central and local government agencies, we have researched, synthesized, and commented on the implementation of policies and regulations for civil servants and public employees in document management and archiving in current government agencies. Chapter 3: Some solutions to improve and effectively implement policies and regulations for civil servants and public employees in document management and archiving in current government agencies in Vietnam. Based on current regulations and the implementation of policies and regulations for civil servants and public employees in document management and archiving in government agencies, we boldly propose some solutions to improve and effectively implement these policies and regulations, such as: raising the awareness of civil servants and public employees in document management and archiving regarding their work; reforming current policies and regulations; and correctly and fully implementing policies and regulations. 11. Practical applications: Providing a basis for improving policies and regulations for those working in document management and archiving, and the conditions for agencies employing document management and archiving personnel to properly and fully implement these policies and regulations for this group. 12.
