Summary of thesis results: In the context of increasing international integration and globalization, the trend of linkage and cooperation between regions and countries has become inevitable. Despite geographical distance, Japan and Africa are two partners within the general development laws of the era. The Japan-Africa relationship is one of the important international relationships because of its influence and impact on the international relations landscape in the African region. In particular, the first decade of the 21st century marked significant developments in Vietnam's relationship with Japan and witnessed important improvements in the development of cooperation between Vietnam and Africa. To ensure these relationships continue to develop sustainably and profoundly in the future, the thesis topic "Japan-Africa Relations in the First Decade of the 21st Century" contributes to understanding and evaluating the relationship between the two partners, Japan and Africa. The thesis content includes three main chapters. Chapter 1 provides an overview of Japan and Africa, as well as a brief history of the formation and development of Japan-Africa relations, beginning in the 16th century and continuing after World War II. Japan-Africa relations during this period were built on the foundation of "resource diplomacy" and laid the groundwork for later development. Chapter 2 focuses on studying Japan-Africa relations in the first decade of the 21st century. Entering the new millennium, Japan-Africa relations have been elevated to a new level, achieving certain results in the fields of politics, diplomacy, and economics. The first decade of the 21st century was a time for Japan to consolidate and develop strong political and diplomatic relations with African countries, with diplomacy serving as a gateway to economic relations between the two sides. In economic relations between Japan and Africa, aid is a prominent area because Japan and Africa are not yet trading partners, and Japanese FDI into Africa remains limited. Chapter 3 delves into analyzing and evaluating Japan's position, role, and influence in Africa and offers suggestions for Vietnam. It can be seen that Japan is a positive force supporting Africa in international forums, playing a role in promoting economic growth and poverty reduction, actively supporting African countries in achieving the MDGs, and bearing significant responsibility for climate change in Africa. Therefore, it is predicted that Japan will certainly maintain these channels of activity over the next 10 years. Political and diplomatic relations between Japan and Africa will continue to develop positively. Japan remains an active partner supporting Africa in international forums and conferences. Economic relations between Japan and Africa will make some progress. Japan will continue to be one of the major donors to Africa. By 2020, South-South cooperation and the trilateral cooperation model (Africa - Japan - Vietnam) will become more practical and effective in the fields of politics and diplomacy, economics, trade, investment, agriculture, labor, expertise, health, education, science and technology. 11. Practical Applications: (if any) The thesis topic has the following scientific significance and practical value: - Providing scientific arguments for the development and implementation of the documents of the 11th Party Congress and the government's action programs for the African region. - Highlighting the outstanding aspects and identifying the most practical and effective areas of cooperation, and the strongest points in the cooperative relations between Japan and Africa, thereby promoting and expanding the 2+1 cooperation model (Japan – Africa + Vietnam) in training experts and sending Vietnamese experts to work in Africa under Japanese-funded cooperation programs for Africa in various fields, especially health, education, and agricultural and rural development. 12. In spite of long distance, Japan and Africa are their partners which lie in the era's common law of development. Japan –Africa relations are one of the most important international relations because of their influence and influence on the face of international relations in Africa. Particularly, the first decade of the 21st has marked the great steps of development century in the relations between Vietnam and Japan and witnessed the significant emergences in the cooperative relations between Vietnam and Africa. In order to make these further developed sustainably and deeply in the future, the thesis titled “Japan – Africa Relations in The First Decade of 21st Century” contributes to studying and evaluating the relations between Japan and Africa. The content of thesis consists of three main chapters as follows: Chapter 1 generalized Japan and Africa as well as overviewed the history of establishment and development of Japan – Africa relations organized from the 16th century to the post Second World War. Japan-Africa relations in the period were built upon the foundation “diplomatic relations for natural resources” and laid the first bricks for development of their relations in the next period. Chapter 2 focuses on studying Japan – Africa relations in the first decade of the 21st century. Japan – Africa relations in the new millenium have been improved and gained some significant achievements in variety of areas like diplomacy – politics, economy. The first decade of the 21st is just the time when Japan has strengthened and developed the diplomatic and political relations with African countries to make it as a key to open the door of bilater economic relations. In the economic relations between Japan and Africa, Japanese ODA for Africa is the most remarkable area because Japan and Africa haven't yet become their trade partners and Japanese FDI into Africa is still limited. Chapter 3 deeply analyzed and evaluated position, role and influence of Japan in Africa and suggested some recommendations for Vietnam. It's possible to say that Japan was the active factor to support Africa in the international forums, played the role of promoting economic growth and poverty reduction, actively supported and assisted African countries to gain MDGs as well as was responsible for climate change in Africa. Resulting these, it's enable to predict that in the next ten years Japan will certainly maintain its activities as same as it did in the past. The diplomatic – political relations between Japan and Africa will be better developed in which Japan will still be supportive partner for Africa in the international forums and summit conferences. The economic relations between Japan and Africa will achieve some progress. Japan will continue to become one of the biggest donors for Africa. By the year of 2020, south – south cooperative relations and trilateral cooperative relations (Africa – Japan – Vietnam) will be more practical and efficient in the areas of diplomacy, politics, economy, trade, investment, agriculture, labor, expert exchange, medical care, education, science and technology. 12. Practical applicability, if any: The thesis has scientific significance and practical value as follows: - Provide the scientific arguments for forming and implementing the documents of 11th Party's National Congress, the Government action plans for Africa. - Point out the remarks and idetify the most practical and efficient cooperative areas which has the most advantages in the cooperative relations between Japan and Africa to bring into play and enlarge the cooperative model of “2+1” (Japan – Africa plus Vietnam) in training and sending Vietnamese experts to work in Africa according to the cooperative programs supported by Japan for Africa in every area, particularly medical care, education, agricultural and rural development. 13.
