Thesis information "Impact of technology transfer policy on sustainable development of the aquaculture industry in An Giang province" by HVCH Nguyen Thi Lan Phuong, majoring in Science and Technology Management.1. Full name of student: Nguyen Thi Lan Phuong 2. Gender: Female 3. Date of birth: February 4, 1970 4. Place of birth: Nong Cong District, Thanh Hoa Province 5. Decision to recognize student No: 2528/2007/QD-XHNV-KH&SĐH, December 14, 2007 by the President of the University of Social Sciences and Humanities, Vietnam National University, Hanoi 6. Changes in the training process: None 7. Thesis topic: Impact of technology transfer policy on sustainable development of the fisheries sector in An Giang province. 8. Major: Science and Technology Management; Code: 60.34.72 9. Scientific supervisor: Associate Professor, Dr. Pham Huy Tien - Working unit: Vietnam Academy of Science and Technology. 10. Summary of the results of the thesis: The topic has collected data; investigated and surveyed 80 hatcheries and farms; 5 frozen seafood processing enterprises and directly interviewed 10 managers and technical staff directly transferring technology in aquaculture from 2004 - 2008. The results show that after 4 years of technology transfer, from 2004 - 2008, An Giang's aquaculture industry has made remarkable progress, the output and productivity of shrimp and fish farming in the province has increased nearly 2 times, from 651 tons, average productivity of 1.16 tons/ha to 1,297 tons, average productivity of 2.17 tons/ha of giant freshwater prawn farming; from 152,507 tons, average yield of 125.3 tons/ha to 313,739 tons, average yield of 213.17 tons/ha of fish farming; export turnover increased 3.3 times, from 128.7 million USD to 423.4 million USD. In addition, it also creates job opportunities for many workers and some new farming models bring economic efficiency, suitable for poor households in rural areas. However, the spontaneous rapid development along with the awareness and responsibility for environmental protection of the hatcheries and farming facilities; The number of seafood processing enterprises in the province is not high and the transfer of some inappropriate models and technologies in aquaculture has also caused negative impacts such as environmental pollution, epidemics, raw material crisis, economic losses due to ineffective technology application... Based on the analysis of the causes of these negative impacts, the author has proposed to synchronously implement 3 groups of solutions to limit negative impacts, contributing to improving the effectiveness of policy implementation. First of all, the group of macro-policy solutions of the State, then the group of specific solutions for the transferor and the recipient of technology, aiming to develop clean technology in the aquaculture industry from the farming stage to the processing and consumption stages. 11. Ability to apply in practice: However, to synchronously implement all 3 groups of solutions above, it is necessary to have funding sources to support investment, human resource training along with the efforts, coordination and sharing of benefits of the relevant parties. 12. Further research directions: In order to complete the research results, it is necessary to have a full investigation and evaluation of all technologies in aquaculture, processing as well as wastewater treatment technologies currently used in the aquaculture industry in An Giang province, in order to have policies and solutions suitable to the current integration trend for sustainable development. 13. INFORMATION ON MASTER'S THESIS

1. Full name: Nguyen Thi Lan Phuong 2. Sex: Female 3. Date of birth: February 4, 1970 4. Place of birth: Nong Cong, Thanh Hoa 5. Admission decision number: 2528/2007/QD-XHNV-KH&SDH on December 14, 2007 of the Rector of University of Social Sciences and Humanities, Hanoi National University 6. Changes in academic process: None 7. Official thesis title: Impacts of Technology Transfer Policies to the Steady Development of An Giang Fishery 8. Major: Management of Science and Technology 9. Code: 60.34.72 10. Supervisors: Assoc. Prof. Dr. Pham Huy Tien - National Institute of Science and Technology of Vietnam 11. Summary of the findings of the thesis The study was conducted to collect data, investigate and survey in 80 nursing facilities, 5 frozen seafood processing enterprises; and directly interviewed 10 managers, technical staff who were engaged in the technology transfer in aquaculture from 2004 to 2008. The results show that after 4 years of technology transfer, from 2004 to 2008, An Giang fishery has made great progress; the production efficiency as well as yield of shrimp, fish of the province has increased nearly 2 times, from 651 tons, the average yield of 1.16 tons/ha to 1,297 tons, the average yield of 2.17 tons/ha in prawn farming; from 152,507 tons, the average yield of 125.3 tons/ha to 313,739 tons, the average yield of 213.17 tons/ha in fish breeding; the export turn-over increased 3.3 times from 128.7 million USD to 423.4 million USD. In addition, creating job opportunities for many workers and some new farming models has brought economic efficiency which is suitable for rural poor households. However, the spontaneously rapid growth with the sense and responsibility for environmental protection of the provincial culture bases and seafood processing enterprises is not high; and the inappropriate transfer of some models and technology in aquaculture has also generated negative impacts such as environmental pollution, diseases and epidemics, raw material crisis, the economic losses caused by the ineffective technology application. Based on the analysis of those negative impact causes, the thesis author has proposed the synchronous implementation of the three groups of measures in order to limit the negative effects, contributing to the raising of the policy implementation efficiency. First of all is the group of State macroeconomic policy solutions; and next are the two groups of specific solutions for the technology transferor and for the receiver; These solutions will lead to the clean technology development in the fishery, from farming to processing and consumption. 12. Practical applicability: However, in order to synchronously implement the three solution groups, it is necessary to have funds to support the investment, personnel training, along with the efforts, cooperation and shared interests of all parties involved. 13. Further research directions: In order to achieve perfect research results, there should be full investigation and assessment on all the technologies in aquaculture, processing as well as the wastewater treatment technologies which are now in use in An Giang fishery in order to have policies and measures consistent with the current integrated trends for steady development. 14.
