Summary of thesis results: The study collected data; conducted investigations and surveys at 80 aquaculture and breeding facilities; 5 frozen seafood processing enterprises; and directly interviewed 10 management and technical staff directly involved in technology transfer in aquaculture from 2004 to 2008. The results show that, after 4 years of technology transfer, from 2004 to 2008, An Giang's fisheries sector has made remarkable progress. The production and productivity of shrimp and fish farming in the province have nearly doubled, from 651 tons, with an average yield of 1.16 tons/ha, to 1,297 tons, with an average yield of 2.17 tons/ha for giant freshwater prawn farming. From 152,507 tons, with an average yield of 125.3 tons/ha, to 313,739 tons, with an average yield of 213.17 tons/ha for fish farming; export turnover increased 3.3 times, from 128.7 million USD to 423.4 million USD. In addition, it created job opportunities for many workers and several new farming models that brought economic efficiency and were suitable for poor households in rural areas. However, this rapid and spontaneous development, along with the lack of awareness and responsibility for environmental protection among fish breeding and farming facilities, has been problematic. The level of seafood processing businesses in the province is not high, and the transfer of some unsuitable models and technologies in aquaculture has also given rise to negative impacts such as environmental pollution, disease outbreaks, raw material crises, and economic losses due to ineffective technology application... Based on the analysis of the causes of these negative impacts, the author has proposed implementing three groups of solutions simultaneously to mitigate these negative impacts and contribute to improving the effectiveness of policy implementation. First, the group of macro-level government policy solutions, followed by specific solutions for both the technology transferor and the technology recipient, aiming towards the development of clean technology in the aquaculture industry from farming to processing and consumption. 11. Practical application potential: However, to implement all three groups of solutions simultaneously, funding is needed to support investment, human resource training, along with the efforts, coordination, and shared benefits of all relevant parties. 12. Future research directions: To complete the research results, a thorough investigation and evaluation of all technologies in aquaculture, processing, and wastewater treatment currently used in the fisheries industry in An Giang province is needed, in order to develop policies and solutions that are consistent with current integration trends for sustainable development. 13. Summary of the findings of the thesis The study was conducted to collect data, investigate and survey in 80 nursing facilities, 5 frozen seafood processing enterprises; and directly interviewed 10 managers, technical staff who were engaged in the technology transfer in aquaculture from 2004 to 2008. The results show that after 4 years of technology transfer, from 2004 to 2008, An Giang fishery has made great progress; the production efficiency as well as yield of shrimp, fish of the province has increased nearly 2 times, from 651 tons, the average yield of 1.16 tons/ha to 1,297 tons, the average yield of 2.17 tons/ha in prawn farming; from 152,507 tons, the average yield of 125.3 tons/ha to 313,739 tons, the average yield of 213.17 tons/ha in fish breeding; the export turn-over increased 3.3 times from 128.7 million USD to 423.4 million USD. In addition, creating job opportunities for many workers and some new farming models has brought economic efficiency which is suitable for rural poor households. However, the spontaneously rapid growth with the sense and responsibility for environmental protection of the provincial culture bases and seafood processing enterprises is not high; and the inappropriate transfer of some models and technology in aquaculture has also generated negative impacts such as environmental pollution, diseases and epidemics, raw material crisis, the economic losses caused by the ineffective technology application. Based on the analysis of those negative impact causes, the thesis author has proposed the synchronous implementation of the three groups of measures in order to limit the negative effects, contributing to the raising of the policy implementation efficiency. First of all is the group of State macroeconomic policy solutions; and next are the two groups of specific solutions for the technology transferor and for the receiver; These solutions will lead to the clean technology development in the fishery, from farming to processing and consumption. 12. Practical applicability: However, in order to synchronously implement the three solution groups, it is necessary to have funds to support the investment, personnel training, along with the efforts, cooperation and shared interests of all parties involved. 13. Further research directions: In order to achieve perfect research results, there should be full investigation and assessment on all the technologies in aquaculture, processing as well as the wastewater treatment technologies which are now in use in An Giang fishery in order to have policies and measures consistent with the current integrated trends for steady development. 14.
