The research and development institutes under the Vietnam Academy of Science and Technology have shifted from purely basic research to basic research-oriented, applied research, and technology deployment. The operating environment of the research and development institutes under the Vietnam Academy of Science and Technology has been democratized and socialized. Contract labor in the research and development institutes under the Vietnam Academy of Science and Technology, especially in the technology deployment group, is increasing. Research and development institutes under the Vietnam Academy of Science and Technology (VAST) have been thoroughly decentralized (Decree 115/2005/ND-CP), granted high autonomy in organizational matters, staffing, finance, international cooperation, including the right to conduct business like enterprises or to transform into science and technology enterprises. Besides the positive impacts mentioned above, Decree 35/HĐBT and Decree 115/2005/ND-CP also have a negative impact on the autonomy of VAST research and development institutes. This includes reforms in the employment system within science and technology agencies (Article 14 of Decree 35/HĐBT and Article 11 of Decree 115/2005/ND-CP). Essentially, it involves shifting the civil servant status of scientific staff to that of public employees, gradually building a scientific labor market. However, this goal has not yet been achieved. There is still a situation where, within a research and development institute under the Vietnam Academy of Science and Technology (VAST), there are two types of staff: permanent staff and contract staff. Autonomy and accountability among the three groups of VAST research and development institutes are not entirely the same, but the policies issued have not clearly defined the level of autonomy for each group, leading to the group of institutes conducting basic research experiencing very little impact from these policies. Besides the positive and negative impacts mentioned above, Decree 35/HĐBT and Decree 115/2005/ND-CP also create external impacts on the autonomy process of VAST research and development institutes. Units under Decree 35 operate in overly broad fields, encroaching on services provided by other functional agencies, making management difficult for these agencies. Financial autonomy for research and development institutes under the Vietnam Academy of Science and Technology (VAST) can have external impacts, creating a significant income disparity among staff within these institutes. In short, the above policies have facilitated better scientific and technological activities within VAST. However, autonomy alone is not enough. A lack of autonomy capacity and a spirit of self-reliance is the reason why some autonomous relationships, while affirmed in writing (allowing for certain rights), have not yet materialized in practice. 11. Practical applicability: Assessing the impact of the issued science and technology policies, specifically Decree 35/HĐBT and Decree 115/2005/NĐ-CP, on research and development institutes under the Vietnam Academy of Science and Technology (VAST) shows that creating conditions for VAST research and development institutes to exercise autonomy and self-responsibility requires developing solutions to overcome the negative impacts of these policies on VAST research and development institutes in the following processes: autonomy in defining tasks and expanding operational functions; autonomy in organization, joint ventures, and partnerships; financial autonomy; autonomy in bank credit sources; labor autonomy; autonomy in international cooperation; and autonomy in establishing evaluation authority. Therefore, policy solutions to promote the autonomy of research and development institutes under the Vietnam Academy of Science and Technology need to focus on building autonomy capacity and a spirit of autonomy, thereby creating autonomy for these institutes. On the other hand, policy solutions to increase the rights, capacity, and spirit of autonomy for research and development institutes under the Vietnam Academy of Science and Technology cannot be implemented separately or independently, but must be implemented synchronously. 12. Future research directions: The research direction that needs to continue in the future is: Continuing to research the justification for building new policies that create a balance between autonomy and accountability, focusing on building autonomy capacity for research and development institutes under the Vietnam Academy of Science and Technology combined with establishing autonomy rights and a spirit of autonomy, to build these institutes into truly autonomous entities.

However, so far this goal has not been implemented yet, still in a state R&D institutes of Vietnam academy of science and technology exist two types of workers on the payroll: payroll and payroll permanent contract. Autonomy and self – responsibility among the three groups of R&D institutes of Vietnam academy of science and technology are not fully implemented the same. But the policy was issued not clearly define the degree of autonomy to each group, leading to a group of basic research institutes are affected very little from these policies. Besides these above positive and negative impacts, decree 35/HDBT and decree 115/2005/ND-CP also creates peripheral impacts on the autonomy of R&D institutes of Vietnam academy of science and technology. The units of the 35 decree which is operating in a too broad field is encroaching upon the other services of other agencies, making it difficult for the management of these agencies. Financial autonomy of R&D institutes of Vietnam academy of science and technology can cause peripheral effects, creating significant income gap among workers of R&D institutes of Vietnam academy of science and technology. In short, these policies have created the conditions for scientific and technological activities of R&D institutes of Vietnam academy of science and technology better. But autonomy alone is not enough. Incapacity and mental self-autonomy is the reason why some of relational autonomy has been confirmed in writing (for right), has not been formed in the life. 11. Practical applicability, if any: Assessing the impact of policy on science and technology has been issued, namely the decrees 35/HDBT and 115/2005/ND-CP for R&D institutes of Vietnam academy of science and technology shows: to create the conditions for R&D institutes of Vietnam academy of science and technology policies executing the autonomy and self-responsibility is to create solutions to overcome the negative impacts of these for R&D institutes of Vietnam academy of science and technology technology in the process: self-determination and expansion function; autonomous organizations, joint ventures; self-financing, autonomous credit bank, human autonomy, autonomy of international cooperation, self-assessment right. 12. Further research directions, if any: Thus, policy measures to promote the autonomy of R&D institutes of Vietnam academy of science and technology should focus on capacity building and spiritual self-autonomy, thereby giving the autonomy to these institutes. On the other hand, the policy measures to increase the rights, power and spiritual self-autonomy for R&D institutes of Vietnam academy of science and technology, can not conduct a separate, independent but to synchronous.
